WHEREAS, the North Jersey Transportation Planning Authority, Inc. (NJTPA) and New Jersey Institute of Technology (NJIT) provide grant funds for various transportation related projects from the Subregional Transportation Planning Program to support transportation planning work that identifies and addresses regional-level transportation needs for local communities located within their planning area; and
WHEREAS, the City of Newark has a need for said funding for the FY2019 Subregional Transportation Planning (STP) Program; and
WHEREAS, on April 23, 2018, on behalf of the City of Newark, the Department of Engineering, Division of Traffic and Signals, submitted a work program application to the NJTPA requesting grant funding for the FY2019 STP Program for the City of Newark (a copy of the April 23, 2018 work program application is attached hereto and made a part hereof); and
WHEREAS, on June 29, 2018, the NJTPA issued a letter authorizing the City of Newark to incur costs not to exceed $91,604.72 (federal plus local match) for the FY2019 STP Program for the City of Newark, for the period commencing on July 1, 2018 and terminating on June 30, 2018; and
WHEREAS, on August 21, 2018, the NJTPA sent an addendum to the previous authorization to incur costs letter issued on June 29, 2018, authorizing an additional $27,604.03 in costs (federal plus local match) for the FY2019 STP Program for the City of Newark for the period commencing on July 1, 2018 and terminating on June 30, 2018; and
WHEREAS, the City of Newark must execute a subcontract agreement with NJTPA and NJIT in order to obtain the grant award with $23,841.75 local in-kind funds required.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee, the Director of Engineering, are hereby authorized to submit a work program application to the North Jersey Transportation Planning Authority, Inc. (NJTPA), in conjunction with New Jersey Institute of Technology (NJIT), requesting grant funding for the FY2019 Subregional Transportation Planning Program for the City of Newark with $23,841.75 local in-kind funds required ( a copy of the April 23, 2018 work program application is attached hereto and made a part hereof).
2. The Municipal Council hereby ratifies its authorization of the work program application from April 23, 2018 to the date of adoption of this authorizing resolution.
3. The grant award in the amount of $95,367.00 from the NJTPA is hereby accepted (a copy of the award letter dated August 21, 2018 is attached hereto and made a part thereof).
4. The Mayor and/or his designee, the Director of Engineering, are hereby authorized to enter into and execute a subcontract agreement with NJTPA and NJIT to receive and expend the grant award in the amount of $95,367.00 for the FY2019 Subregional Transportation Planning Program for the City of Newark, for the period commending on July 1, 2018 and terminating on June 30, 2019.
5. The agreement between the City of Newark, NJTPA and NJIT is hereby ratified from July 1, 2018 to the date of adoption of this authorizing resolution.
6. Matching funds in the amount of $23,841.75 shall be in the form of in-kind services provided by the City of Newark, Department of Engineering, Division of Traffic and Signals.
7. The Director of the Department of Engineering shall file a fully executed copy of the work program application, the grant award letter, and the subcontract in the Office of the City Clerk.
STATEMENT
This resolution ratifies and authorizes the actions taken by the Director of the Department of Engineering, to submit a work program application for grant funding from the NJTPA and NJIT for the FY2019 Subregional Transportation Planning Program for the City of Newark. This resolution furthermore ratifies and authorizes the Mayor and/or his designee, the Director of the Department of Engineering, to enter into and execute a subcontract with and accept grant funds in the amount of $95,367.00 from NJTPA and NJIT for the period commencing July 1, 2018 and terminating on June 30, 2019. Matching funds for this grant in the amount of $23,841.75 shall be in the form of in-kind services provided by the City of Newark, Department of Engineering, Division of Traffic and Signals.
