WHEREAS, on or about January 26, 2017, on behalf of the City of Newark, the Public Safety Director submitted an application to the United States Department of Justice, Office of Justice Programs, Bureau of Justice Assistance, requesting funding in the amount of $700,000.00 from the FY 2017 Smart Policing Initiative Grant, to fund the implementation of a Model Precinct Accountability and Cooperation Team (“M-Pact”) program, which is an evidence-based policing strategy leveraging crime analysis and technology within the Newark Police Division; and
WHEREAS, as a result of the above-mentioned application, on or about September 29, 2017, the City of Newark received notification from the United States Department of Justice, Office of Justice Programs, of a grant award in the amount of $700,000.00 from FY 2017 Smart Policing Initiative Grant Funds, and the Public Safety Director desires to accept the grant award; and
WHEREAS, in order to accept the above-mentioned grant funds, the Public Safety Director did, on or about October 17, 2017, on behalf of the City of Newark, execute and enter into Grant Award and Special Conditions documents with the United States Department of Justice, Office of Justice Programs, Bureau of Justice Assistance; and
WHEREAS, the City of Newark desires to ensure that the evidence-based strategy through the Smart Policing Initiative Grant in the Police Division is successful, and in so doing, the Newark Police Division has partnered with the School of Criminal Justice at Rutgers University-Newark to help implement and evaluate the program.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee, the Public Safety Director, are hereby authorized to submit an application to the United States Department of Justice, Office of Justice Programs, Bureau of Justice Assistance, requesting grant funding in the amount of $700,000.00 from the FY 2017 Smart Policing Initiative Grant program, in order to fund a Model Precinct Accountability and Cooperation Team (“M-Pact”) program, which is an evidence-based policing strategy leveraging crime analysis and technology within the Newark Police Division.
2. The Municipal Council hereby ratifies its authorization to submit the above-mentioned application from the date of submission of the application to the date of adoption of this authorizing resolution.
3. The Mayor and/or his designee, the Public Safety Director, are hereby authorized to accept the grant funds, on behalf of the City of Newark, from the United States Department of Justice, Office of Justice Programs, Bureau of Justice Assistance, in the amount of $700,000.00, and are further authorized to execute and enter into the Grant Award and Special Conditions documents necessary to receive, accept and expend the grant funds from the FY 2017 Smart Policing Initiative Grant program.
4. The Municipal Council hereby ratifies its authorization to accept the grant funds and execute and enter into the Grant Award and Special Conditions documents necessary to receive, accept and expend the grant funds, from the date the Grant Award and Special Conditions documents were executed to the date of adoption of this authorizing resolution.
5. No expenditure of municipal funds is necessary for the City of Newark to receive, accept and expend the grant funds from the FY 2017 Smart Policing Initiative Grant program.
6. The Public Safety Director shall file fully-executed copies of the application for grant funds from the Bureau of Justice Assistance, FY 2017 Smart Policing Initiative Grant program, the grant award letter, and the Grant Award and Special Conditions documents necessary to accept the grant funds, in the Office of the City Clerk.
STATEMENT
This resolution ratifies and authorizes the Mayor and/or his designee, the Public Safety Director, to submit an application to the United States Department of Justice, Office of Justice Programs, Bureau of Justice Assistance, requesting $700,000.00 in grant funding from the FY 2017 Smart Policing Initiative Grant program, and further ratifies and authorizes the acceptance of $700,000.00 in grant funds, for the purpose of funding a Model Precinct Accountability and Cooperation Team (“M-Pact”) program, which is an evidence-based policing strategy leveraging crime analysis and technology within the Newark Police Division. No municipal funds are required for the acceptance of the grant funds.
