WHEREAS, pursuant to Resolution 7R5-a adopted on March 4, 2020, the City of Newark (the “City”) executed and entered into an agreement with the United States Department of Housing and Urban Development (HUD), Office of Lead Hazard Control and Healthy Homes, having an address at 451 Seventh Street, SW, Room 8236, Washington, DC 20410, for a grant award in the amount of Five Million Six Hundred Thousand Dollars and Zero Cents ($5,600,000.00), contingent upon Municipal funds or in-kind services in the amount of Seven Hundred Eighty Six Thousand Three Hundred Fifty Three Dollars and Zero Cents ($786,353.00), to continue providing lead hazard reduction services in eligible housing units throughout the City; and
WHEREAS, HUD amended the award letter providing for a no cost extension for the period of January 2, 2020 through July 1, 2024, for the provision of these services; and
WHEREAS, the City desires to accept the no cost extension of the grant award to continue to provide services for the period commencing on January 2, 2020 and terminating on July 1, 2024.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor of the City of Newark and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to accept the budget revision and no cost extension for the grant period from January 2, 2020 through July 1, 2024, from the United States Department of Housing and Urban Development (HUD) Office of Lead Hazard Control and Healthy Homes.
2. The Municipal Council hereby ratifies it’s authorization of this grant application from the date of January 2, 2020 submission to the date of adoption of this authorizing Resolution.
3. The budget revision and no cost extension of the grant accepted by Resolution 7R5-a adopted by the Municipal Council on March 4, 2020 in the amount of Five Million Six Hundred Thousand Dollars and Zero Cents ($5,600,000.00) with Municipal funds or in-kind services in the amount of Seven Hundred Eighty Six Thousand Three Hundred Fifty Three Dollars and Zero Cents ($786,353.00) for a total project cost of Six Million Three Hundred Eighty Six Thousand Three Hundred Fifty Three Dollars and Zero Cents ($6,386,353.00), from the United States Department of Housing and Urban Development (HUD), Office of Lead Hazard Control and Healthy Homes is hereby accepted.
4. All other terms and conditions of the Grant Agreement remain the same.
5. This Resolution shall take effect immediately.
STATEMENT
This Resolution authorizes and ratifies the actions taken by the Mayor of the City of Newark and/or his designee, the Director of Health and Community Wellness, to enter into and execute a no cost extension for the grant period of January 2, 2020 through July 1, 2024, from the United States Department of Housing and Urban Development (HUD), Office of Lead Hazard Control and Healthy Homes, to identify and implement cost-effective lead hazard reduction measures to correct lead hazards in eligible housing units throughout the City of Newark.
