The Superior Officers’ Association (SOA), labor agreement, the Collective Bargaining Agreement was previously adopted by Resolution 7R1-j dated December 7, 2016.

WHEREAS, the Superior Officers’ Association (SOA) has been certified by the Public Employment Relations Commission as the majority representative for certain Superior Police Officers of the City of Newark, New Jersey, as that term is defined in the New Jersey Employer-Employee Relations Act, N.J.S.A. 34:13A-1 et seq.; and
WHEREAS, the City of Newark (the “City”) has negotiated in good faith with said majority representative over terms and conditions of employment for the period covering January 1, 2018 through December 31, 2023; and
WHEREAS, a result of the collective bargaining negotiations, the terms and conditions of employment for the aforementioned period have been imposed upon the parties and are incorporated into the Successor Agreement. The Successor Agreement shall be binding upon all employees in the unit represented by said majority representative, whether or not they are members of such representatives, as provided in N.J.S.A. 34:13A-5.3.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor of the City of Newark and the Business Administrator, on behalf of the City of Newark, are authorized to enter into and execute an amendment to the Collective Bargaining Agreement, the Successor Agreement on behalf of the City of Newark, New Jersey.
2. The Municipal Council ratifies and authorizes the Successor Agreement between the City of Newark and the Superior Officers’ Association from the period January 1, 2018 to the date of adoption of this Resolution.
3. The executed copy of the Successor Agreement shall be filed with the Office of the City Clerk and the Public Employment Relations Commission c/o Public Sector Librarian, IMLR Library - Rutgers University, Ryders Lane and Clifton Avenue, New Brunswick, New Jersey 08903, as required by N.J.S.A. 34:13A-8.2 by the Director of the Division of Personnel.
STATEMENT
This Resolution ratifies and authorizes the execution of an amendment to the Collective Bargaining Agreement, a Successor Agreement between the City of Newark and the Superior Officers’ Association covering certain Superior Police Officers of the City of Newark for the contract period of January 1, 2018 through December 31, 2023.
