WHEREAS, the Newark Municipal Council adopted Resolution 7R2-m on February 18, 2026 (“Authorizing Resolution”), authorizing the Newark Central Planning Board to undertake a preliminary investigation to determine if the following properties in the North Ward, identified on the Official Tax Map of the City of Newark as 15-19 Herbert Place (Block 617.01, Lots 52, 54) and 11-13 Herbert Place (Block 617.01, Lot 55), known as the “Study Area”, are an Area in Need of Redevelopment, specifically a Non-Condemnation Redevelopment Area, issue all notices, and to conduct all public hearings pursuant to the Local Redevelopment and Housing Law, N.J.S.A. 40A:12A-1 et seq.; and
WHEREAS, the Department of Economic and Housing Development states that the property identified on the Official Tax Map of the City of Newark as 55 Hinsdale Place (Block 617.01,Lot 9)(“Omitted Property”) should have been included in the “Study Area” pursuant to the Authorizing Resolution 7R2-m; and
WHEREAS, the Department of Economic and Housing Development would like to include 55 Hinsdale Place (Block 617.01, Lot 9) in the “Study Area” by requesting an amendment of the Authorizing Resolution; and
WHEREAS, the Municipal Council finds it in the best interest of the City of Newark to amend the Authorizing Resolution to include the Omitted Property in the Study Area and determine whether the Study Area is an Area in Need of Redevelopment, more specifically a Non-Condemnation Redevelopment Area.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. Resolution 7R2-m, adopted by the Newark Municipal Council on February 18, 2026, authorizing the Newark Central Planning Board to conduct a preliminary investigation of the Study Area to determine if it is an Area in Need of Redevelopment, more specifically a Non-Condemnation Redevelopment Area, pursuant to the Local Redevelopment and Housing Law, N.J.S.A. 40A:12A-1, et seq., is hereby amended to include 55 Hinsdale Place (Block 617.01/Lot 9), in the North Ward, in the “Study Area”.
2. All other provisions of Resolution 7R2-m adopted of February 18, 2026, shall remain the same.
3. The City Clerk is hereby directed to transmit a copy of this Resolution to the Secretary of the Central Planning Board.

This Resolution amends the Resolution 7R2-m adopted on February 18, 2026, to include 55 Hinsdale Place (Block 617.01/Lot 9) in the “Study Area”.
