AN ORDINANCE AMENDING CHAPTER 23:7, PARKING METER REGULATION, GENERALLY, TITLE 23, TRAFFIC, OF THE REVISED GENERAL ORDINANCES OF THE CITY OF NEWARK, NEW JERSEY, 2000, AS AMENDED AND SUPPLEMENTED, BY EXTENDING THE TIME LIMITS ON PARKING AND STREET PARKING BOUNDARIES

WHEREAS, the Department of Engineering, Division of Traffic and Signals and the Newark Parking Authority have requested that various time limits on parking and various street parking boundaries within the City of Newark (“City”) be extended; and
WHEREAS, this Ordinance is therefore intended to increase various parking time limits to allow motorists to park for extended periods of time on certain streets throughout the City; and
WHEREAS, this Ordinance is also intended to extend various street parking boundaries to allow for more metered parking and to include highly congested areas which do not allow for an efficient turnover in parking availability due to the lack of parking meters; and
WHEREAS, the changes made in this Ordinance place street-boundary and hours-of-parking regulations into one section of the Revised General Ordinances of the City of Newark to make it easier for parking attendants, police officers, and citizens to know the regulations.
NOW, THEREFORE, BE IT ORDAINED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, THAT:

Section 1. Section 23:7-3.1 of the Revised General Ordinances of the City of Newark, New Jersey, 2000, as amended and supplemented, is replaced in its entirety as follows:
23:7-3.1. Parking Limited to Eight (8) Hours Between 7:00 a.m.to 10:00 p.m. Except Sunday.
No person shall park any vehicle upon any of the following streets, portions of streets or designated points for longer than eight (8) hours between the hours specified:
a. Bergen Street from South Orange Avenue to West Market Street.
b. Division Street, both sides between Broad Street and McCarter Highway.
c. Grant Street, both sides between 8th Avenue and Broad Street.
d. Orange Street, both sides between Broad Street and Dr. Martin Luther King, Jr. Boulevard.
e. State Street, both side between University Avenue and Dr. Martin Luther King, Jr. Boulevard.
f. Boyden Street, both sides between Orange Street and James Street
g. James Street, both sides between Burnett Street and Nesbitt Street
h. 7th Avenue, both sides between Broadway and Martin Luther King Boulevard
i. Martin Luther King Boulevard, both sides between 280 Overpass and Crane Street
Section 2. Section 23:7-3.2 of the Revised General Ordinances of the City of Newark, New Jersey, 2000, as amended and supplemented is hereby amended and supplemented as follows:
23:7-3.2. Parking Limited to Four (4) Hours 7:00 a.m. 9:00 a.m. to 6:00 p.m. 9:00 p.m. Except Sunday.
No person shall park any vehicle upon any of the following streets, portions of streets or designated points for longer than four (4) hours between the hours specified:
a. 12th Avenue, from West Market Street to Bergen Street, both sides.
b. West Market Street, from Martin Luther King, Jr. Boulevard University Avenue to Wickcliff Street Norfolk Street, both sides.
c. Martin Luther King, Jr. Boulevard, from West Market Street to Central Avenue Orange Street, both sides.
d. University Avenue, from Central Avenue Orange Street to West Market Street, both sides.
e. Washington Street, from Raymond Boulevard to James Street Broad Street, both sides.
f. Warren Street, from Halsey Street to Lock Street Norfolk Street, both sides.
g. New Street, from Halsey Street to Washington Street Norfolk Street, both sides.

§23:7-3.3. Parking Limited to Two (2) Hours 9:00 a.m. to 4:00 p.m. Except Sunday.
No person shall park any vehicle upon any of the following streets, portions of streets or designated points for longer than two (2) hours between the hours specified above:
a. Branch Brook Place, from Grafton Avenue to Montclair Avenue both sides, except Sunday.
b. Broad Street, from Lackawanna Avenue to Poinier Street, both sides.
c. Heller Parkway, from Branch Brook Park Drive to Lake Street, both sides.
d. Market Street, from University Avenue to Mulberry Street, both sides.
e. Maiden Lane, from Washington Street to Treat Place

Section 5. Section 23:7-16 of the Revised General Ordinances of the City of Newark, New Jersey, 2000, as amended and supplemented, is amended and supplemented as follows:
23:7-16. SPECIAL EVENTS PARKING.
a. For purposes of this chapter, a special event is any event which is held at any of the venues listed in Parking Zones 4 where the general public is invited to attend and a fee is charged for admission. The following streets or portions thereof in Zone 4 are areas designated by the City which are subject to the Special Event Parking Rate in addition to any regular rate as may be set forth in Section 23:7-13, above: both sides of the following streets or portions thereof are intended unless otherwise specifically set forth:
1. Chestnut Street, both sides between Jefferson Street and New Jersey Railroad Avenue.
2. Chestnut Street, north side between Mulberry Street and Orchard Street.
3. Lincoln Park, both sides between Broad Street and Clinton Avenue.
4. Clinton Avenue, both sides between Lincoln Park and Dr. Martin Luther King, Jr. Boulevard.
5. Dr. Martin Luther King, Jr. Boulevard, both sides, between Clinton Avenue and State Street.
6. Division Street, both sides between Broad Street and McCarter Highway.
7. Mulberry Street, east side between East Park Street and Raymond Boulevard.
8. Mulberry Street, west side between Raymond Boulevard and Market Street.

Section 6. Any existing ordinances or parts thereof inconsistent with this Ordinance are hereby repealed.
Section 7. If any provision of this amendment shall be deemed unenforceable by a court of competent jurisdiction, the remainder of the amendment shall remain in full force and effect.
Section 8. This Ordinance does not require approval by the Commissioner of Transportation.
Section 9. This Ordinance shall take effect upon final passage and publication in accordance with the laws of the State of New Jersey.
