Resolution 7R5-b adopted on October 11, 2018 for the FFY 2018 Infrastructure Grant in the amount of $258,977.00; and
Resolution 7R5-b adopted on January 9, 2019 for the FFY 2019 WIC Health Service Grant in the amount of $1,861,819.00, are amended to provide additional BFPC funding in the amount of $59,000.00 for a collective grant amount of $2,179,796.00.

WHEREAS, the Department of Health and Community Wellness provides nutritional services, nutritional education, immunization screening and education, voter registration, and family care enrollment through the Supplemental Nutrition Program for Women Infants and Children (WIC); and
WHEREAS, the State of New Jersey Department of Health (NJDOH), Division of Family Services, has made grant funds available for the provision of WIC services to the City of Newark; and
WHEREAS, on October 11, 2019, the Municipal Council adopted Resolution 7R5-b, which ratified and authorized the Mayor and/or his designee, the Director of the Department of Health and Community Wellness, to apply for and accept FFY 2018 Infrastructure Grant Funds in the amount of $258,977.00; and
WHEREAS, on January 9, 2019, the Municipal Council adopted Resolution 7R5-b which ratified and authorized the Mayor and/or his designee, the Director of the Department of Health and Community Wellness, to apply for and accept grant funds in the amount of $1,861,819.00, for WIC services for the period commencing on October 1, 2018 and terminating on September 30, 2019; and
WHEREAS, on February 4, 2019 NJDOH notified the City of Newark of an additional award of $59,000.00 for Breastfeeding Peer Counseling (BFPC); and
WHEREAS, the City of Newark seeks to amend Resolution 7R5-b adopted on January 9, 2019, increasing total FFY 2019 WIC Health Service Grant to $2,179,796.00; and
WHEREAS, the City of Newark, Department of Health and Community Wellness, desires to accept additional funds awarded; and
WHEREAS, the City of Newark recognizes that the NJDOH may extend the time of the grant award and/or provide additional funds if made available; and
WHEREAS, the NJDOH may amend the grant time extension and/or increase or decrease any additional funds if made available.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. Resolution 7R5-b adopted on January 9, 2019, is hereby amended to increase the overall FFY 2019 WIC Health Service Grant funding from $1,861,819.00 to $2,179,796.00.
2. The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to accept to additional grant funding in the amount of $59,000.00 from the FFY 2019 WIC Health Service Grant, for BFPC with no City funds required.
3. The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to accept the additional BFPC funding in the amount of $59,000.00 awarded by NJDOH for the WIC Program, from the Federal Fiscal Year (FFY) 2019 WIC Health Service Grant for WIC services in the City of Newark.
4. The Municipal Council hereby ratifies its authorization from the grant start date of October 1, 2018 to adoption of this authorizing resolution.
5. The grant award in the amount of $59,000.00 from NJDOH is hereby accepted (a copy of the award letter is attached hereto and made a part hereof).
6. No municipal funds are required for receipt or acceptance of this grant award.
7. The Director of the Department of Health and Community Wellness shall file a copy of the grant award letter in the Office of the City Clerk.
STATEMENT
This resolution ratifies and authorizes the Director of the Department of Health and Community Wellness to amend Resolution 7R5-b adopted on January 9, 2019 to increase the overall FFY 2019 WIC Health Service Grant from $1,861,819.00 to $2,179,796.00, to provide additional Breastfeeding Peer Counseling funding in the amount of $59,000.00.
