WHEREAS, the New Jersey Division of Highway Traffic Safety (DHTS) solicits applications for highway safety grant projects designed to combat the number and severity of traffic crashes by developing and supporting educational and enforcement programs; and

WHEREAS, the DHTS Grant program entitled "Federal Highway Safety Grant" which emphasizes the importance of following traffic laws in an effort to ensure pedestrian safety; and

WHEREAS, the City of Newark ("City") is committed to ensuring the safety of its citizens and spreading this life-saving message throughout our City; and

WHEREAS, on or about April 15, 2024, on behalf of the City, the Director of Police caused an application to be submitted to the DHTS requesting grant funding in the amount of Sixty-Seven Thousand Dollars and Zero Cents ($67,000.00) from the "Federal Highway Safety Grant" campaign to be used to fund police overtime initiatives to enforce traffic laws in an effort to ensure pedestrian safety throughout the City; and

WHEREAS, as a result of this application, the City has been awarded a grant in the amount of Sixty-Seven Thousand Dollars and Zero Cents ($67,000.00) from the DHTS Pedestrian Safety Program for the period commencing on October 1, 2024 and terminating on September 30, 2025; and

WHEREAS, the City is not further required to execute a grant agreement with the DHTS in order to obtain the grant award and no City funds are required.



NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

1. The Mayor and/or his designee, the Director of Public Safety are hereby authorized to submit an application to the New Jersey Division of Highway Traffic Safety (DHTS) requesting grant funding in the amount of Sixty-Seven Thousand Dollars and Zero Cents ($67,000.00) from the "Federal Highway Safety Grant" campaign to fund police overtime initiatives to address motor vehicle violations and the importance of following traffic laws in an effort to ensure pedestrian safety throughout the City. (A copy of the grant application is attached hereto.)

2. The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.

3. The grant award in the amount of Sixty-Seven Thousand Dollars and Zero Cents ($67,000.00) from the DHTS is hereby accepted (a copy of the award letter is attached hereto and made a part hereof).

4. The Mayor and/or his designee, the Director of Public Safety, are hereby authorized to enter into, receive and expend the grant award in the amount of Sixty-Seven Thousand Dollars and Zero Cents ($67,000.00) for the purposes set forth in the approved application for the period commencing on October 1, 2024 and terminating on September 30, 2025.

5. No municipal funds are required for receipt or acceptance of this grant award.

6. The Public Safety Director shall file a fully-executed copy of the grant application, the grant award letter, and the grant agreement in the Office of City Clerk.

STATEMENT

This resolution ratifies and authorizes the actions taken by the Police Director to submit an application for grant funding to the New Jersey Division of Highway Traffic Safety (DHTS) for grant funding in the amount of Sixty-Seven Thousand Dollars and Zero Cents ($67,000.00) from the "Federal Highway Safety Grant" campaign for police overtime initiatives to address motor vehicle violations and enforce seat belt usage throughout the City, and furthermore, authorizes the Mayor and/or his designee, the Public Safety Director, to accept for expenditure grant funds in the amount of $67,000.00 from the New Jersey Division of Highway Traffic Safety (DHTS) commencing on October 1, 2024 and terminating on September 30, 2025. No municipal funds are required.
