Amending Apply/Accept Resolution 7R5-s, adopted April 15, 2026, to accept additional funds from HRSA in the amount of $2,042,112.00. This Resolution amends Resolution 7R5-s initial grant award total of $679,332.00 to a new grant award total of $2,721,444.00

WHEREAS, pursuant to Resolution 7R5-s, adopted April 15, 2026, the City's Department of Health and Community Wellness (the "City") applied for and accepted grant funds from the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA) in the amount of Six Hundred Seventy-Nine Thousand Three Hundred Thirty-Two Dollars and Zero Cents ($679,332.00) for year two to provide "Ending the HIV Epidemic: A Plan for America-Ryan White HIV/AIDS Program Parts A and B", and participate in the initiative and first phase that will promote and implement Pillars Two and Four to substantially reduce HIV transmissions: (2) Treat (rapidly and effectively to reach sustained viral suppression), and (4) Respond (quickly to potential HIV outbreaks to get needed prevention and treatment services to people who need them) to reduce new HIV infections by seventy-five percent (75%) within five (5) years; and

WHEREAS, on May 19, 2026, HRSA notified the City that additional funds in the amount of Two Million Forty-Two Thousand One Hundred Twelve Dollars and Zero Cents ($2,042,112.00) was awarded, increasing the total award amount to Two Million, Seven Hundred Twenty-One Thousand Four Hundred Forty-Four Dollars and Zero Cents ($2,721,444.00) (a copy of the Notice of Award is attached hereto and made a part hereof); and




WHEREAS, the Mayor of the City of Newark, and/or his designee, the Director of the Department of Health and Community Wellness, desire to accept the additional funds from HRSA under "Ending the HIV Epidemic: A Plan for America-Ryan White HIV/AIDS Program Parts A and B"; and

WHEREAS, the City recognizes and understands that the grant award is contingent on the compliance of the remarks, terms, conditions, or reporting requirements associated with the award; and

WHEREAS, the City recognizes that HRSA may extend the time of the grant award and will provide additional funding when it becomes available. This Resolution authorizes the acceptance of any additional grant funding and/or extended grant period(s) made available; and

WHEREAS, HRSA will amend the grant to reflect any time extension and/or award of additional funding if made available, subject to the approval of the Municipal Council by resolution.

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

1. This Resolution shall amend Resolution 7R5-s, adopted by the Municipal Council April 15, 2026, to accept additional funding from the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA) in the amount of Two Million Forty-Two Thousand One Hundred Twelve Dollars and Zero Cents ($2,042,112.00), increasing the total award amount to Two Million Seven Hundred Twenty-One Thousand Four Hundred Forty-Four Dollars and Zero Cents ($2,721,444.00) for year two.

2. The Mayor of the City of Newark, and/or his designee, the Director of the DHCW, are authorized to accept and expend the grant award to support the national goal of reducing new HIV infections to less than 3,000 per year by 2030, for the period commencing on March 1, 2026 and terminating on February 28, 2027.

3. The Municipal Council ratifies the acceptance of this grant award from March 1, 2026, to the date of adoption of this authorizing Resolution.

4. The Director of the Department of Health and Community Wellness shall file a fully executed copy of the grant application and the grant award letter in the Office of the City Clerk.




STATEMENT

This Resolution ratifies, authorizes, and amends Resolution 7R5-s, adopted April 15, 2026, to accept and expend additional grant funds in the amount of Two Million, Forty-Two Thousand, One Hundred Eleven Dollars and Zero Cents ($2,042,112.00 ), from the United States Department of Health and Human Services, Health Resources and Services Administration, for "Ending the HIV Epidemic: A Plan for America-Ryan White HIV/AIDS Program Parts A and B", revising the total grant amount from $679,332.00 to $2,721,444.00 for year two, commencing March 1, 2026, and terminating on February 28, 2027. No municipal funds are required for receipt or acceptance of this grant award.
