WHEREAS, an emergency has arisen in the Special Item of Appropriation in the additional amount of One Hundred Eleven Thousand Dollars and Zero Cents ($111,000.00), bringing total program resources to One Hundred Eighty Five Thousand Dollars and Zero Cents ($185,000.00) for Workforce Learning Link Grant 2022-2023, and no provision has been made in the 2023 Temporary Budget for the aforesaid purpose, and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose abovementioned; and
WHEREAS, by Resolution 7R2-f dated July 19, 2023, the City of Newark accepted additional funding for Workforce Learning Link Grant 2022-2023 in the amount of $111,000.00 to provide funds for program operations; and
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, the emergency appropriations adopted in 2023 pursuant to N.J.S.A. 40A:4-20 including this resolution total $451,499,059.43.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
No less than two-thirds of all members therefore affirmatively concurring.
1. An emergency appropriation be and the same is hereby made for the following classification:

WORKFORCE LEARNING LINK 2022-2023... $111,000.00
2. Said emergency appropriation shall be provided for in the 2023 budget.
3. A copy of this resolution shall be filed with the Director of the Division of Local Government Services by the City Clerk of the City of Newark.
STATEMENT
This Legislation establishes an increase in Appropriation for Workforce Learning Link Grant 2022-2023 in the amount of One Hundred Eleven Thousand Dollars and Zero Cents ($111,000.00). These funds have been awarded by the N.J. Department of Labor and Workforce Development (NJDOLWD), Division of One Stop, Coordination. The project period is July 1, 2022 through June 30, 2023.
