WHEREAS, the Department of Child and Family Well-Being/WIC Program provides nutritional services, nutritional education, immunization screening and education, voter registration, and family care enrollment through the participation in Women, Infant and Children (WIC) Program; and
 
WHEREAS, the State of  New Jersey Department of Health and Senior Services has made grant funds available for the provision of Supplemental Nutrition Program for Women, Infants and Children (WIC); and
 
WHEREAS, on September 7, 2012, on behalf of the City of Newark, the Director of the Department of Child and Family Well-Being, submitted an application to the State of New Jersey Department of Health and Senior Services, requesting grant funding in the amount of  $1,584,000.00, for the provision of Supplemental Nutrition Services for Women, Infants, Children (WIC) Program; and
 
WHEREAS, as a result of the application, the City of Newark has been awarded a grant in the amount of $1,584,000.00, from the New Jersey Department of Health and Senior Services for Supplemental Nutrition Services for Women, Infants and Children (WIC) Program, for the period commencing on October 1, 2012 and terminating on September 30, 2013; and
 
WHEREAS, the City of Newark, Department of Child and Family Well-Being desires to accept funds in the amount of $1,584,000.00; and
 
WHEREAS, the City of  Newark recognizes that the State of New Jersey Department of Health and Senior Services may extend the time of the grant award and will provide additional funds, if made available; and
 
WHEREAS, the State of New Jersey Department of Health Senior Services will amend the grant time extension and/or increase or decrease of additional funds if made available; and
 
WHEREAS, the City of Newark wishes to agree to any amendments to the grant.
 
NOW THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
 
1      The Mayor and/or his designee, the Director of the Department of Child and Family Well-Being, are hereby authorized to submit an application to the New Jersey Department of Health and Senior Services, requesting grant funding in the amount of $1,584,000.00 for the provision of the Supplemental Nutrition Program for Women, Infants and Children (WIC) Program, with no City funds required (a copy of the application is attached hereto and made a part thereof).
 
2      The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this resolution.
 
3      The grant award in the amount of $1,584,000.00 from the New Jersey Department of Health and Senior Services is hereby accepted (a copy of the grant award letter is attached hereto and made apart hereof).
 
4      The Mayor and /or his designee, the Director of Department of Child and Family Well-Being are hereby authorized to enter into and execute grant documents with the State of New Jersey, Department of Health and Senior Services, to receive and expend the grant award in the amount of $1,584,000.00, for the provision of Supplemental Nutrition Services for Women, Infants and Children (WIC) Program in the City of Newark, for the period commencing October 1, 2012 and terminating September 30, 2013 (a copy of the grant agreement is attached hereto and made a part hereof).
 
5      The agreement between the City of Newark and State of New Jersey, Department of Health and Senior Services, is hereby ratified from October 1, 2012 to the date of adoption of this authoring resolution.
 
6      No municipal funds are required for receipt or acceptance of this grant award.
 
7      The Director of the Department of Child and Family Well-Being shall file a fully executed copy of the grant application, grant award letter and grant agreement in the Office of the City Clerk.
 
STATEMENT
 
This resolution ratifies and authorizes the actions taken by the Mayor and/or his designee, the Director of the Department of Child and Family Well-Being to apply for and accept grant funds in the amount of  $1,584,000.00 from the State of New Jersey Department of Health and Human Services, for the continued provision of Supplemental Nutrition Services for Women, Infants and Children (WIC) Program in the City of Newark, for the period commencing on October 1, 2012 and terminating on September 30, 2013. No municipal funds are required.
