WHEREAS, the City of Newark, Department of Water and Sewer Utilities was informed by the New Jersey Office of Homeland Security and Preparedness (OHSP), through a letter, that they have allocated a sum of $150,000.00 for the “FY2016 Urban Areas Security Initiative Grant for the Newark Water Interconnect at the Belleville Reservoir”. The New Jersey Office of Homeland Security and Preparedness (NJOHSP), provides grant funds for various Urban Security Programs; and

 

WHEREAS, the City of Newark, Department of Water and Sewer Utilities desires to accept and execute the attached agreement with the NJOHSP to improve security at the Newark Water Interconnect at the Belleville Reservoir; and

 

WHEREAS, the agreement between the NJOHSP and the City of Newark specifies how the funds should be used for the Newark Water Interconnect at the Belleville Reservoir (a copy of which is attached hereto and made a part hereof); and

 

WHEREAS, as per the attached agreement from the NJOHSP, the City of Newark is awarded a grant in the amount of $150,000.00 to be used for the FY2016 Urban Areas Security Initiative Grant for the Newark Water Interconnect at the Belleville Reservoir.

 

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee, the Director of the Department of Water and Sewer Utilities and/or her designee are hereby authorized to accept grant funding in the amount of $150,000.00 from the New Jersey Office of Homeland Security and Preparedness (OHSP), 1200 Negron Drive, Hamilton Township, New Jersey 08691, which grant amount is to be utilized for the FY2016 Urban Areas Security Initiative Grant for the Newark Water Interconnect at the Belleville Reservoir. (A copy of the agreement is attached hereto and made a part hereof).

 

2.                     The grant award in the amount of $150,000.00 from the New Jersey Office of Homeland Security and Preparedness (OHSP) is hereby accepted (a copy of the agreement is attached hereto and made a part thereof).

 

3.                     The Mayor and/or his designee, the Director of the Department of Water and Sewer Utilities and/or her designee, are hereby authorized to enter into and execute a grant agreement with the New Jersey Office of Homeland Security and Preparedness (OHSP) to receive and expend the grant award in the amount of $150,000.00 for FY2016 Urban Areas Security Initiative Grant for the Newark Water Interconnect at the Belleville Reservoir, for the period commencing on September 1, 2016 and terminating on August 31, 2019 (a copy of the Agreement is attached and made a part hereof)

 

4.                     The agreement between the City of Newark and the New Jersey Office of Homeland Security and Preparedness (OHSP) is hereby ratified from September 1, 2016 to the date of adoption of this authorizing resolution.

 

5.                     No matching funds are required from the City of Newark.

 

6.                     The Director of the Department of Water and Sewer Utilities and/or her designee is further authorized to sign any and all documents necessary to facilitate receipt of the grant fund.

 

7.                     A fully executed copy of the agreement shall be filed in the Office of the City Clerk by the Director of the Department of Water and Sewer Utilities and/or her designee.

 

STATEMENT

 

This resolution ratifies and authorizes the Mayor and/or his designee, the Director of the Department of Water and Sewer Utilities and/or her designee to enter into and execute and agreement with and accept grant funds in the amount of $150,000.00 from the New Jersey Office of Homeland Security and Preparedness (OHSP) for the “FY2016 Urban Areas Security Initiative Grant for the Newark Water Interconnect at the Belleville Reservoir for the period commencing September 1, 2016 and terminating on August 31, 2019.  No municipal funds are needed for this agreement.
