WHEREAS, the Department of Health and Community Wellness/WIC Program, provides nutritional services, nutritional education, immunization screening and education, voter registration, and family care enrollment through the participation in Women, Infant and Children (WIC) Program; and
 
WHEREAS, the State of  New Jersey Department of Health and Senior Services, has made grant funds available for the provision of a Supplemental Nutrition Program for Women, Infants and Children (WIC) Program in the City of Newark; and
 
WHEREAS, on August 16, 2014, on behalf of the City of Newark, the Director of the Department of Health and Community Wellness submitted an application to the State of New Jersey Department of Health and Senior Services, requesting grant funding in the amount of One Million, Eight Hundred Twenty-Four Thousand, Three Hundred Thirty-Three Dollars and Zero Cents ($1,824,333.00), for the provision of Supplemental Nutrition Services for Women, Infants and Children (WIC) Program in the City of Newark; and
 
WHEREAS, as a result of the application, the City of Newark has been awarded a grant in the amount of One Million, Eight Hundred Twenty-Four Thousand, Three Hundred Thirty-Three Dollars and Zero Cents ($1,824,333.00), from the New Jersey Department of Health and Senior Services for Supplemental Nutrition Services for Women, Infants and Children (WIC) Program, for the period commencing on October 1, 2014 and terminating on September 30, 2015; and
 
WHEREAS, the City of Newark, Department of Health and Community Wellness desires to accept funds in the amount of One Million, Eight Hundred Twenty-Four Thousand, Three Hundred Thirty-Three Dollars and Zero Cents ($1,824,333.00); and
 
WHEREAS, the City of Newark recognizes that the State of New Jersey Department of Health and Senior Services, may extend the time of the Grant Award and/or provide additional funds, if made available; and
 
WHEREAS, the State of New Jersey Department of Health and Senior Services will amend the grant time extension and/or increase or decrease any additional funds, if made available; and
 
WHEREAS, the City of Newark, Department of Health and Community Wellness shall file an amending resolution reflecting the final grant time and amount, including any extensions and/or increase or decrease of any additional funds, if made available by the State of New Jersey Department of Health and Senior Services.  
 
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
 
1.      The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to submit an application to the New Jersey Department of Health and Senior Services, requesting grant funding in the amount of One Million, Eight Hundred Twenty-Four Thousand, Three Hundred Thirty-Three Dollars and Zero Cents ($1,824,333.00), for the provision of the Supplemental Nutrition Program for Women, Infants and Children (WIC) Program in the City of Newark, with no City funds required (a copy of the application is attached hereto and made a part thereof).
 
2.      The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this resolution.
 
3.      The grant award in the amount of One Million, Eight Hundred Twenty-Four Thousand, Three Hundred Thirty-Three Dollars and Zero Cents ($1,824,333.00), from the New Jersey Department of Health and  Senior Services is hereby accepted (a copy of the grant award letter is attached hereto and made apart hereof).
 
4.      The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to enter into and execute any and all supporting documents with the State of New Jersey, Department of Health and Senior Services to receive and expend the grant award in the amount of One Million, Eight Hundred Twenty-Four Thousand, Three Hundred Thirty-Three Dollars and Zero Cents ($1,824,333.00), for the provision of Supplemental Nutrition Services for Women, Infants and Children (WIC) Program in the City of Newark, for the period commencing October 1, 2014 and terminating September 30, 2015.
 
5.      The agreement between the City of Newark and State of New Jersey   Department of Health and Senior Services is hereby ratified from October 1, 2014 to the date of adoption of this authoring resolution.
 
6.      The City of Newark, Department of Health and Community Wellness shall, upon any extension of time of the grant and or increase or decrease of additional funds, file an amending resolution reflecting the final time and award amount of the grant.    
 
7.      No municipal funds are required for receipt or acceptance of this grant award.
 
8.      The Director of the Department of Health and Community Wellness shall file a fully-executed copy of the grant application, grant award letter and all supporting documents in the Office of the City Clerk.
 
STATEMENT:
This resolution ratifies and authorizes the Director of the Department of Health and Community Wellness to apply for and accept grant funds from the State of New Jersey Department of Health and Human Services, for the provision of Supplemental Nutrition Services for Women, Infants and Children (WIC) Program in the City of Newark, in the amount of One Million, Eight Hundred Twenty-Four Thousand, Three Hundred Thirty-Three Dollars and Zero Cents ($1,824,333.00), for the period commencing on October 1, 2014 and terminating on September 30, 2015.
