WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of Four Hundred Eighteen Thousand One Hundred Ten Dollars and Zero Cents ($418,110.00) for the Sexually Transmitted Diseases - Ending the Epidemic (STD - EHE) Program and no adequate provision has been made in the 2022 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, the State of New Jersey Department of Health, Division of HIV, STD and TB Services has made available Four Hundred Eighteen Thousand One Hundred Ten Dollars and Zero Cents ($418,110.00) for the Sexually Transmitted Diseases - Ending the Epidemic (STD - EHE) Program; and
WHEREAS, by award letter dated August 18, 2021, the City of Newark (the “City”) has been awarded funds from the State of New Jersey Department of Health, Division of HIV, STD and TB Services in the amount of Four Hundred Eighteen Thousand, One Hundred Ten Dollars and Zero Cents ($418,110.00) to provide STD-EHE support for STD testing and patient follow-up for HIV, STD and TB Services for the continued provision of health care services to the medically underserved populated areas, which includes the City of Newark; and
WHEREAS, N.J.S.A. 40A: 4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, emergency appropriation adopted in 2022, pursuant to N.J.S.A. 40A: 4-20 including this resolution total…………………$9,898,930.20.00.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Governing Body by a two-thirds vote of its full membership hereby amends its temporary budget by making the following temporary emergency appropriation.
2. A temporary emergency appropriation be and the same is hereby made for the following classification.
Program Amount
Sexually Transmitted Diseases $418,110.00
Ending the Epidemic (STD - EHE)
Program.
3. Said emergency appropriation shall be provided for in the 2022 budget.
4. This Resolution is ratified from September 1, 2021 to the adoption of this authorizing Resolution.
5. The City Clerk shall file a copy of this Resolution with the Director of Local Government Services.
STATEMENT
This Resolution establishes a temporary emergency appropriation and revenue for the 2022 Municipal Budget in the amount of $418,110.00 for the Sexually Transmitted Diseases - Ending the Epidemic (STD - EHE) Program. State of New Jersey Department of Health, Division of HIV, STD and TB Services is providing these funds. The project period is September 1, 2021 through July 31, 2022 (City-wide).
