Resolution 7R5-b adopted on April 5, 2023, accepted a grant award in the amount of $3,863,002.00 for the grant period of October 1, 2022 through June 30, 2024.

Resolution 7R5-a adopted on October 18, 2023, accepted a grant award in the amount of $3,826,925.00 for the grant period of October 1, 2022 through June 30, 2024.

The NJACCHO awarded additional funds, amending the total award to $7,689,927.00.

The NJACCHO will reimburse the LHD during the period of October 1, 2022 through June 30, 2025.

WHEREAS, pursuant to Resolution 7R5-a, adopted on October 18, 2023, the City of Newark (the “City”) executed and entered into an agreement with New Jersey Association of County and City Health Officials (NJACCHO), having an address at P.O. Box 6987, Freehold, New Jersey 07728, for a grant award in the amount of Seven Million Six Hundred Eighty-Nine Thousand Nine Hundred Twenty-Seven Dollars and Zero Cents ($7,689,927.00), for Local Health Department (LHD) expenses directly related to the COVID-19 pandemic and to build local public health infrastructure capacity to better prepare and respond to emerging infectious diseases; and

 

WHEREAS, on March 19, 2024, the New Jersey Association of County and City Health Officials (NJACCHO) amended the award letter, providing an extension of time through June 30, 2025, the new period of the grant shall be from October 1, 2022 through June 30, 2025, for Local Health Department (LHD) expenses directly related to the COVID-19 pandemic and to build local public health infrastructure capacity to better prepare and respond to emerging infectious diseases; and

 

WHEREAS, the City desires to accept the extension of time; and

 

WHEREAS, the City of Newark, Department of Health and Community Wellness (“DHCW”) has expended and continues to expend funds to provide Local Health Department (“LHD”) related services during the ongoing COVID-19 Public Health Emergency and pandemic; and 

 

WHEREAS, the New Jersey Association of County and City Health Officials (“NJACCHO”) has made funds available for LHD to build local public health infrastructure capacity to better prepare and respond to emerging infectious diseases; and

 

WHEREAS, the NJACCHO agrees to reimburse DHCW retroactively, from October 1, 2022 through June 30, 2025, for LHD related expenses and continue such reimbursement until the contract termination of June 30, 2025, in the amount of Seven Million Six Hundred Eighty-Nine Thousand Nine Hundred Twenty-Seven Dollars and Zero Cents ($7,689,927.00) is reached; and  

 

WHEREAS, the DHCW agrees to submit invoices for COVID-19 and LHD to build local public health infrastructure capacity to better prepare and respond to emerging infectious diseases related expenditures, for which the City seeks reimbursement from NJACCHO; and

 

WHEREAS, NJACCHO agrees to work closely with the DHCW and the New Jersey Department of Health (“NJDOH”) to resolve any payment discrepancies, should they arise, in a timely manner; and

 

WHEREAS, as a condition of reimbursement the DHCW agrees to any modifications to this reimbursement program as may be imposed upon NJAACHO, NJDOH; and

 

WHEREAS, the DHCW shall adhere to NJACCHO deadlines for reimbursement submission(s).

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor of the City of Newark, and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to accept an extension of time, extending the grant period through June 30, 2025, from the New Jersey Association of County and City Health Officials (NJACCHO), whose principal place of business is P.O. Box 6987, Freehold, New Jersey 07728 (a copy of the Letter of Agreement is attached hereto and made a part hereof).

 

2.                     The new grant period shall be from October 1, 2022 through June 30, 2025.

 

3.                     The Municipal Council hereby ratifies this Letter of Agreement from July 1, 2024 to the date of the adoption of this authorizing Resolution.

 

4.                     The extension of time for the grant award in the amount of Seven Million Six Hundred Eighty-Nine Thousand Nine Hundred Twenty-Seven Dollars and Zero Cents ($7,689,927.00), from the New Jersey Association of County and City Health Officials (NJACCHO), is hereby accepted.

 

5.                     All other terms and conditions of the Grant Agreement remain the same.

 

6.                      This Resolution shall take effect immediately.

 

 

STATEMENT

 

This Resolution ratifies and authorizes the actions taken by the Mayor of the City of Newark, and/or his designee, the Director of the Department of Health and Community Wellness, to enter into and execute an extension of time, extending the grant period through June 30, 2025, and/or until such time the grants funds have been exhausted, from the New Jersey Association of County and City Health Officials (NJACCHO),located at P.O. Box 6987, Freehold, New Jersey 07728, for Local Health Department (LHD) expenses directly related to the COVID-19 pandemic and to build local public health infrastructure capacity to better prepare and respond to emerging infectious diseases. The acceptance of NJACCHO COVID-19 reimbursement funds does not require the expenditure of any Municipal funds.
