WHEREAS, the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA), has made grant funds available to end the HIV epidemic; and
WHEREAS, the Department of Health and Community Wellness/Mary Eliza Mahoney Health Center, as a Federally Qualified Health Center (FQHC), is the direct recipient of these Ending the HIV Epidemic/Primary Care HIV Prevention funds; and
WHEREAS, on or about April 4, 2023, on behalf of the City of Newark (the “City”), the Director of the Department of Health and Community Wellness electronically filed an application to HRSA requesting grant funding in the amount of Fifty-Seven Thousand One Hundred Fourteen Dollars and Zero Cents ($57,114.00), to Ending HIV Epidemic/Primary Care HIV Prevention (a copy of the application is attached hereto and made a part hereof); and
WHEREAS, as a result of this application, the City was awarded a grant on July 28, 2023, in the amount of Fifty-Seven Thousand One Hundred Fourteen Dollars and Zero Cents ($57,114.00), from HRSA for the continued provision of health care services to medically underserved populated areas, which includes the City, for the budget period of January 1, 2023 through December 31, 2023 (a copy of the Notice of Award is attached hereto and made a part hereof); and
WHEREAS, the Director of the Department of Health and Community Wellness did subsequently, on behalf of the City, caused the appropriate electronic submission to be filed that was necessary to accept the above-mentioned grant award; and
WHEREAS, the City recognizes that HRSA may extend the time of the grant award and/or provide additional funds if made available; and
WHEREAS, HRSA may amend the grant to reflect the grant time extension and/or increase or decrease of additional funds if made available; and
WHEREAS, the Department of Health and Community Wellness, on behalf of the City, shall upon any such extension of time of the grant and/or increase or decrease of additional funds, submit to the Newark Municipal Council for its consideration a proposed form of amending resolution reflecting the final term and award amount of the grant; and
WHEREAS, terms of this grant award may only be waived or amended by the parties duly authorized to execute the grant, subject to the approval of the Newark Municipal Council by resolution.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor of City of Newark and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to submit an application to the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA), requesting funding in the amount of Fifty Seven Thousand One Hundred Fourteen Dollars and Zero Cents ($57,114.00), to Ending the HIV Epidemic/Primary Care HIV Prevention.
2. The Municipal Council hereby ratifies the authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.
3. The resulting grant award in the amount of Fifty-Seven Thousand One Hundred Fourteen Dollars and Zero Cents ($57,114.00), from HRSA is hereby accepted.
4. The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to file the electronic acceptance necessary to accept the grant award.
5. The Municipal Council hereby ratifies the acceptance of this grant award from the date the electronic acceptance was filed, to the date of adoption of this authorizing resolution.
6. The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to receive and expend the grant award to improve access to Ending the HIV Epidemic/Primary Care HIV Prevention in Newark, for the period commencing on January 1, 2023 and terminating on December 31, 2023.
7. The Department of Health and Community Wellness, on behalf of the City of Newark, shall upon any extension of time of the grant, and/or increase or decrease of additional funds, submit to the Newark Municipal Council for its consideration a proposed form of amending resolution reflecting the final time and award amount of the grant.
8. No Municipal matching funds are required for the receipt or acceptance of this grant award.
STATEMENT
This Resolution authorizes and ratifies the actions taken by the Mayor and/or his designee, the Director of Health and Community Wellness, to apply for and accept grant funds in the amount of $57,114.00, from the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA), for Ending the HIV Epidemic/Primary Care HIV Prevention in the City of Newark, for the period commencing on January 1, 2023 and terminating on December 31, 2023. No Municipal matching funds are required for the receipt or acceptance of the grant funds.
