WHEREAS, the City of Newark’s (“the City”) Department of Administration, Office of Violence Prevention (OVP), provides support and empowers individuals and families who have been impacted by crime to help them restore their dignity and safety. The OVP works with the inherent resiliency and self-determination of clients to encourage them to lead their path to restoring their personal power under the New Jersey Victims of Crime Act (VOCA); and
WHEREAS, the State of New Jersey, Office of the Attorney General, Department of Law and Public Safety, P.O. Box 081, Trenton, New Jersey 08625-0081, has made grant funds available for the provision of such services through the Victims of Crime Act (VOCA) Victim Assistance Grant (VAG) Program; and
WHEREAS, on or about August 23, 2024, on behalf of the City, the Director of OVP submitted an application to the VOCA-VAG Program requesting grant funding in the amount of One Hundred Thirty Seven Thousand Five Hundred Dollars and Zero Cents ($137,500.00), for the North Ward Project to provide support and to work with victims of crime; and
WHEREAS, as a result of this application, on October 25, 2024, the City was awarded sub award VAG-109-21 in the amount of One Hundred Seventy One Thousand Eight Hundred Seventy Five Dollars and Zero Cents ($171,875.00), which includes $137,500.00 of federal funds and a Municipal In-Kind Match of Thirty Four Thousand Three Hundred Seventy Five Dollars and Zero Cents ($34,375.00), to provide individualized advocacy, educational crime prevention workshops and support groups for victims of crime, for the period commencing on September 1, 2024 through August 31, 2025 (a copy of the Notice of Award is attached hereto and made a part hereof); and
WHEREAS, the Director of OVP desires to accept said sub award; and
WHEREAS, the City recognizes that the State of New Jersey, Office of the Attorney General, Department of Law and Public Safety may extend the time of the grant award and/or provide additional funds if made available; and
WHEREAS, the Mayor and/or his designee, the Business Administrator, wish to accept the grant sub-award and did execute and submit a grant agreement governing said sub-award; and
WHEREAS, the grant funds will only be used to maintain already existing services, and will not be used to create a new service or to expand an existing service.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designees, the Business Administrator, and/or the Director of the Office of Violence Protection, are hereby authorized to submit an application to the State of New Jersey, Office of the Attorney General, Department of Law and Public Safety’s Victims of Crime Act (VOCA) Victim Assistance Grant (VAG) Program, requesting grant funding for the North Ward Project, for a total of One Hundred Thirty Seven Thousand Five Hundred Dollars and Zero Cents ($137,500.00), for the provision of victims of crime services, community outreach, and case management for victims and families who have been impacted by a crime, for the period of September 1, 2024 through August 31, 2025.
2. The Municipal Council hereby ratifies its authorization of this application from the date of the application submission to the date of adoption of this authorizing Resolution.
3. The VOCA-VAG Program granted sub-award VAG-109-21 for the North Ward Project in the amount of One Hundred Seventy One Thousand Eight Hundred Seventy Five Dollars and Zero Cents ($171,875.00), which includes $137,500.00 of federal funds and a Municipal In-Kind Match of Thirty Four Thousand Three Hundred Seventy Five Dollars and Zero Cents ($34,375.00), is hereby accepted (a copy of the Notice of Award is attached hereto and made a part hereof).
4. The Mayor and/or his designee, the Business Administrator, are hereby authorized to enter into and execute grant documents with the State of New Jersey, Office of the Attorney General, Department of Law and Public Safety, to receive and expend the grant funds for the period commencing on September 1, 2024 and terminating on August 31, 2025 (a copy of the Agreement is attached and made a part hereto).
5. The Municipal Council hereby ratifies its authorization of the execution of the grant documents and agreement from the date of their execution to the date of adoption of this authorizing Resolution.
6. The grant funds shall only be used to maintain already existing services, and shall not be used to create any new service or to expand an existing service.
7. The Business Administrator shall file the fully-executed copy of the sub-award agreement, and any associated grant documents or agreements, in the Office of the City Clerk.
STATEMENT
This Resolution ratifies and authorizes the actions by the Mayor and/or his designee, the Business Administrator, to submit an application to the State of New Jersey, Office of the Attorney General, Department of Law and Public Safety’s Victims of Crime Act Victim Assistance Grant Program. This Resolution further ratifies and authorizes the execution of the grant agreement necessary to accept sub-award VAG-109-21 which consists of federal funds in the amount of One Hundred Seventy One Thousand Eight Hundred Seventy Five Dollars and Zero Cents ($171,875.00), which includes $137,500.00 of federal funds and a Municipal In-Kind Match of Thirty Four Thousand Three Hundred Seventy Five Dollars and Zero Cents ($34,375.00).
