WHEREAS, New Jersey Department of Law and Public Safety, Office of the Attorney General has made grant funds available for law enforcement agencies to participate in the State’s SFY21 Body-Worn Camera Grant Program, its goal to provide law enforcement agencies with funding for the purchase of body-worn cameras, ancillary accessories and storage; and

 

WHEREAS,  the City of Newark desires to fund the Department of Public Safety, Police Division’s on-going body-worn camera initiative to deploy body-worn cameras to promote accountability, instill community confidence, and improve law enforcement records; and

 

WHEREAS, on or about April 27, 2021, on behalf of the City of Newark, the Director of the Department of Public Safety, submitted an application to the New Jersey Department of Law and Public Safety, Office of the Attorney General, requesting grant funding in the amount of $1,019,000.00 from SFY21 Body-Worn Camera Grant Program, to fund the purchase of body cameras, ancillary accessories and storage for Newark Police Division (“NPD”) personnel; and

 

WHEREAS, on or about July 7, 2021, as a result of this application, the City of Newark has been awarded a grant in the amount of $1,019,000.00 from the New Jersey Department of Law and Public Safety, Office of the Attorney General to fund the purchase of body cameras, ancillary accessories and storage for NPD personnel for the period commencing on January 1, 2021 and terminating on December 31, 2025, or until all grant funds are expended; and

 

WHEREAS, the City must execute a grant agreement in order to obtain the grant award with no City funds required.

 

NOW THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor of the City of Newark and/or his designee, the Director of the Department of Public Safety, are hereby authorized to submit an application to the New Jersey Department of Law and Public Safety, Office of the Attorney General requesting grant funding in the amount of $1,019,000.00 from SFY21 Body-Worn Camera Grant Program, to fund the purchase of body cameras, ancillary accessories and storage for Newark Police Division (“NPD”) personnel.

 

2.                     The Municipal Council hereby ratifies authorization of this application from the date of application submission to the date of adoption of this authorizing Resolution.

 

3.                     The Mayor of the City of Newark and/or his designee, the Director of the Department of Public Safety are hereby authorized to accept the allocation from the New Jersey Department of Law and Public Safety, Office of the Attorney General in the amount of $1,019,000.00.

 

4.                     The Mayor of the City of Newark and/or his designee, the Director of the Department of Public Safety, are hereby authorized to enter into and execute grant documents with New Jersey Department of Law and Public Safety, Office of the Attorney General to receive and expend the grant award in the amount of $1,019,000.00 for the purchase of body cameras, ancillary accessories and storage for NPD personnel for the period commencing on January 1, 2021 and terminating on December 31, 2025, or until all grant funds are expended (a copy of the Agreement is attached hereto and made a part hereof).

 

5.                     The agreement between the City of Newark and New Jersey Department of Law and Public Safety, Office of the Attorney General is hereby ratified from October 12, 2021, to the date of adoption of this authorizing Resolution.

 

6.                     No municipal funds are required for receipt or acceptance of this grant award.

 

7.                     The Director of the Department of Public Safety shall file a fully-executed copy of the SFY21 Body-Worn Camera Grant Program application, the grant award letter, and the grant agreement in the Office of the City Clerk.

 

 

STATEMENT

 

This Resolution ratifies and authorizes the Mayor of the City of Newark and/or his designee, the Director of the Department of Public Safety, to submit an application for the purpose to fund the purchase of body cameras, ancillary accessories and storage and enter into an agreement for the SFY21 Body-Worn Camera Grant Program for funding in the amount of $1,019,000.00 from the New Jersey Department of Law and Public Safety, Office of the Attorney General for the purchase of body cameras, ancillary accessories and storage for Newark Police Division (“NPD”) personnel.
