WHEREAS, the Urban Areas Security Initiative (UASI) Grant Program's mission is to enhance regional preparedness in major metropolitan areas through direct assistance to participating jurisdictions in developing an integrated regional system for prevention, protection, response and recovery from terrorist events or natural catastrophes; and
WHEREAS, on December 2, 2013, the New Jersey Office of Homeland Security and Preparedness issued a Grant Adjustment Notice to the FY 13 Urban Areas Security Initiative award letter of September 20, 2013 increasing the amount of the award to the City of Newark, by $12,500.00, bringing the total amount of the grant to $1.587,960.00 to fund the Communications Planner position (a copy of the award letter is attached hereto and made a part hereof); and
WHEREAS, through Resolution 7R1-i dated December 4, 2013, the Municipal Council ratified and authorized the Mayor and/or his designee the Director of Emergency Management and Homeland Security to accept a grant award in the amount of $1,587,960.00. Which was increased from $1,575,460.00 from the State of New Jersey Office of Homeland Security and Preparedness for the prevention, protection, response and recovery from terrorist events or natural catastrophes, for the period commencing September 1, 2013 through August 31, 2015; and
WHEREAS, all terms and conditions of the grant agreement remain the same
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The amended grant award in the amount of $12,500.00 for a total grant award of $1,587,960.00 from the New Jersey Office of Homeland Security and Preparedness, the Urban Areas Security Initiative (UASI) Grant, is hereby accepted (a copy of the award letter is attached hereto and made a part hereof).
2. The Mayor of the City of Newark and/or his designee, the Director of the Office of Emergency Management and Homeland Security are hereby authorized to enter into and execute grant documents with the State of New Jersey Office of Homeland Security and Preparedness to receive and expend the amended increased grant award in the amount of $12,500.00 to fund the Communications Planner position commencing September 1, 2013 through August 31, 2015.
3. No municipal funds are required for receipt or acceptance of this grant award.
4. The Director of the Office of Emergency Management and Homeland Security shall file a fully-executed copy of the Urban Areas Security Initiative (UASI) Grant award letter and the grant agreement, if applicable, in the Office of the City Clerk.
STATEMENT
This resolution authorizes the Mayor of the City of Newark and/or his designee, the Director of Emergency Management and Homeland Security to enter into and execute an agreement with and accept New Jersey Office of Homeland Security and Preparedness, Urban Areas Security Initiative (UASI) Grant, increased grant award in the amount of $12,500.00, for a total grant award in the amount of $1,587,960.00 for the prevention, protection, response and recovery from terrorist events or natural catastrophes, for the period commencing September 1, 2013 and terminating August 31, 2015. No municipal funds are required.
