Additional Information:
7R5a- adopted on October 22, 2025, which approved a grant amount of $388,000.00 from New Jersey Department of Health. An additional funding of $37,800.00 has since been awarded for the Immunization Program, bringing the total grant award to $425,800.00.

WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of Thirty-Seven Thousand, Eight Hundred Dollars and Zero cents ($37,800.00), for Immunization Program, and no adequate provision has been made in the 2026 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by the Notice of Award dated April 20, 2026, the New Jersey Department of Health (NJDOH), Vaccine Preventable Disease Program, P.O. Box 360, Trenton, New Jersey 08625-0360, awarded the City of Newark additional funds in the amount of Thirty-Seven Thousand, Eight Hundred Dollars and Zero cents ($37,800.00). The aforementioned program will provide funds for the provision of health care and supportive services to the residents of the City of Newark; and
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, emergency appropriation adopted in 2026, pursuant to N.J.S.A. 40A: 4-20 including this Resolution total………………$ 251,321,092.56.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Governing Body by a two-thirds vote of its full membership hereby amends its temporary budget by making the following temporary emergency appropriation:
2. A temporary emergency appropriation be and the same is hereby made for the following classification.

3. The temporary emergency appropriation shall be provided for in the 2026 budget.
4. A copy of this Resolution shall be filed with the Director of Local Government Services by the City Clerk.
STATEMENT
This Resolution establishes the temporary emergency appropriation for the Immunization Program FY 2026, in the amount of Thirty-Seven Thousand, Eight Hundred Dollars and Zero cents ($37,800.00). The New Jersey Department of Health (NJDOH), Vaccine Preventable Disease Program, P.O. Box 360, Trenton, New Jersey 08625-0360,awarded the funds. The project period is July 1, 2025 through June 30, 2026.
