WHEREAS, on February 3, 2026, the Consolidated Appropriations Act, 2026, which includes the Labor, Health and Human Services, Education, and Related Agencies Appropriations Acts, 2026 (P.L. 119-75), was signed into law; and

 

WHEREAS, on or about December 6, 2024, on behalf of the City of Newark (the “City”), the Business Administrator submitted a proposal to the DCA requesting grant funding in the amount of One Million Dollars and Zero Cents ($1,000,000.00) for the purpose stated above; and

 

WHEREAS, the City was awarded Seven Hundred Thousand Dollars and Zero Cents ($700,000.00) under the FY 2026 Consolidated Appropriations Act (P.L. 119-75) for the Newark Literacy Initiative to provide high-dosage tutoring and professional development for teachers; and

 

WHEREAS, the U.S. US Department of Education, 290 Broadway, New York, New York 10007 will award and administer projects identified as Congressionally Directed Spending (CDS) and Community Project Funding (CPF) items in Appropriations Acts for Fiscal Year (FY) 2026, the Consolidated Appropriations Act (P.L. 119-75); and

 

WHEREAS, the City desires to accept said grant funds; and

 

WHEREAS, no Municipal funds are required for the receipt or acceptance of the grant award; and

 

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor of the City of Newark and/or his designee, and the Business Administrator, are hereby authorized to apply for, and accept grant funding from the US Department of Education, in the amount of Seven Hundred Thousand Dollars and Zero Cents ($700,000.00) for the Newark Literacy Initiative.

 

2.                     The Mayor and/or his designee, the Business Administrator, are further authorized to execute a grant agreement or any other document necessary to receive the grant funds and to receive and expend the grant funds pursuant to the terms of the grant agreement.

 

3.                     The Municipal Council hereby ratifies its authorization of the application for, and its acceptance of, this grant award, and the execution of any grant agreement from the earliest of the dates of application submission, acceptance of the funds, or execution of any pertinent grant agreement or document to the date of the adoption of this authorizing Resolution.

 

4.                     No municipal funds are required for receipt or acceptance of the Grant.

 

5.                      The Business Administrator shall file in the Office of the City Clerk a fully executed copy of the Grant agreement (if provided), and any other documents relating to the grant.

 

STATEMENT

 

This Resolution authorizes the Mayor of the City of Newark, and/or his designee, the Business Administrator, to apply for and accept grant funding from the US Department of Education, in the amount of Seven Hundred Thousand Dollars and Zero Cents ($700,000.00) and to execute any agreement necessary to receive and expend the Grant Funds. The Grant Funds are for the Newark Literacy Initiative.
