AN ORDINANCE AMENDING TITLE XXIII, TRAFFIC, CHAPTER 5, PARKING, STOPPING AND STANDING, GENERALLY, SECTION 14, PARKING BY PERMIT ONLY, IN DESIGNATED RESIDENTIAL AREAS, SUBSECTION 23:5-14(E), PERMIT PARKING; AREAS DESIGNATED, OF THE REVISED GENERAL ORDINANCES OF THE CITY OF NEWARK, NEW JERSEY, 2000, AS AMENDED AND SUPPLEMENTED, BY ADDING ADAMS STREET BETWEEN OLIVER STREET AND WALNUT STREET ON THE WEST SIDE OF ADAMS STREET, DAILY, FROM 6:00 P.M. TO 6:00 A.M. (EAST WARD).

WHEREAS, the residents of Adams Street submitted a petition for Permit Parking on the west side of Adams Street between Oliver Street and Walnut Street, in the East Ward; and
WHEREAS, East Ward Councilman, Michael J. Silva has requested the “Parking by Permit Only” legislation placed on the September 18, 2024 Regular Meeting Agenda.
NOW THEREFORE, BE IT ORDAINED BY THE MUNICIPA COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

SECTION 1. Title XXIII, Traffic, Chapter 5, Parking, Stopping and Standing, Generally, Section 14, Parking By Permit Only, In Designated Residential Areas, Subsection 23:5-14(E), Permit Parking, Areas Designated, of the Revised General Ordinances of the City of Newark, New Jersey, 2000, is hereby amended and supplemented by adding the following:
Adams Street, West side, between Oliver Street and Walnut Street
(Hours: 6:00 P.M. to 6:00 A.M./Daily)
SECTION 2. Regulatory signs shall be erected and maintained by the City of Newark.
SECTION 3. Any Ordinance or parts thereof inconsistent with this Ordinance are hereby repealed with the laws of the State of New Jersey.
SECTION 4. This Ordinance shall take effect upon final passage and publication and in accordance with the laws of the State of New Jersey.
SECTION 5. This Ordinance does not require approval by the Commissioner of Transportation.
SECTION 6. The City Clerk shall forward a copy of this adopted Ordinance to the Parking Authority of the City of Newark to carry out all its responsibilities for parking enforcement, pursuant to the Inter-local Agreement between the City of Newark and the Parking Authority of the City of Newark, adopted by the Municipal Council on August 6, 2008, and hereby subsequently amended through Resolutions 7R1-be042710, 7R1-a(S) and 7R1-.
SECTION 7. Codification. This Ordinance shall be a part of the Code of the City of Newark as though codified and fully set forth therein. The City Clerk shall have this Ordinance codified and incorporated in the official copies of the Code. The City Clerk and the Corporation Counsel are authorized and directed to change any Chapter, Article and/or Section number of the Code of the City of Newark in the event that the codification of this Ordinance reveals that there is a conflict between the numbers and the existing Code, and in order to avoid confusion and possible accidental repealers of existing provisions not intended to be repealed.
STATEMENT
This Ordinance amends and supplements Title XXIII, Traffic, Chapter 5, Parking, Stopping and Standing, Generally, Section 14, Parking By Permit Only, In Designated Residential Areas, Subsection 23:5-14(E), Permit Parking, Areas Designated, of the Revised General Ordinances of the City of Newark, New Jersey, 2000, as amended and supplemented, to add Permit Parking on Adams Street, west side between Oliver Street and Walnut Street, Daily, from 6:00 P.M. to 6:00 A.M. in the East Ward.
