WHEREAS, the North Jersey Transportation Planning Authority (NJTPA) provides funds for its Transportation Clean Air Measures (TCAM) program supported by local Congestion Mitigation Air Quality (CMAQ) funds; and

 

WHEREAS, on March 23, 2015, the City of Newark, Department of Engineering, submitted a FY 2015-2017 Regional/Local CMAQ Initiatives  Program Proposal to the NJTPA requesting grant funding in the amount of $950,000.00 for Traffic Signal Optimization/Adaptive Traffic Signals along McCarter Highway (Route 21); and

 

WHEREAS, as a result of this request, on October 27, 2015 the City of Newark was awarded a grant in the amount of $760,000.00 from the NJTPA for the Traffic Signal Optimization/Adaptive Traffic Signals along McCarter Highway (Route 21) Project for the Federal Fiscal Year 2016; and

 

                     WHEREAS, a local match of $190,000.00 will be required for receipt and acceptance of this grant award and shall be provided from the 2016 municipal budget; and

 

                     WHEREAS, upon notification of final authorization of this project from NJDOT, the Director of the Department of Engineering shall submit a copy of the authorization letter and the grant/project agreement to the Corporation Counsel and the Business Administrator for review, approval, and signature.

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee, the Director of the Department of Engineering, are hereby authorized to submit an application to North Jersey Transportation Planning Authority (NJTPA) requesting grant funding in the amount of $950,000.00 from the Transportation Clean Air Measures (TCAM) program supported by local Congestion Mitigation Air Quality (CMAQ) funds for Traffic Signal Optimization/Adaptive Traffic Signals along McCarter Highway (Route 21), with $190,000.00 in City funds required from the 2016 municipal budget (a copy of the application is attached hereto and made a part hereof).

 

2.                     The Municipal Council hereby ratifies its authorization of this application from the date of submission to the date of adoption of this authorizing resolution.

 

3.                     The grant award in the amount of $760,000.00 for the Traffic Signal Optimization/Adaptive Traffic Signals along McCarter Highway (Route 21) Project from the NJTPA is hereby accepted (a copy of the award letter is attached hereto and made a part hereof).

 

4.                     The Mayor and/or his designee, the Director of the Department of Engineering, are hereby authorized to enter into and execute grant documents with the New Jersey Department of Transportation to receive and expend the grant award in the amount of $760,000.00 for the Traffic Signal Optimization/Adaptive Traffic Signals along McCarter Highway (Route 21) Project for the Federal Fiscal Year 2016.

 

5.                     Upon notification of final authorization of this project, the Director of the Department of Engineering shall submit a complete copy of the grant/project agreement and any associated documents to both the Corporation Counsel and the Business Administrator for review, approval, and signature.

 

6.                     A local match of $190,000.00 will be required for receipt and acceptance of this grant award and shall be provided from the 2016 municipal budget.

 

7.                     The Director of Engineering shall file a fully-executed copy of the grant application, the grant award letter, the final authorization letter, and the grant/project agreement in the Office of the City Clerk.

 

STATEMENT

 

This resolution ratifies and authorizes the actions taken by the City of Newark, Department of Engineering, to submit an application for grant funding from the North Jersey Transportation Planning Authority (NJTPA) for the Traffic Signal Optimization/Adaptive Traffic Signals along McCarter Highway (Route 21) Project, and  furthermore, ratifies and authorizes the Mayor and/or his designee, the Director of the Department of Engineering, to enter into and execute an agreement with and accept grant funds in the amount of $760,000.00 from the NJTPA for the Traffic Signal Optimization/Adaptive Traffic Signals along McCarter Highway (Route 21) Project for the Federal Fiscal Year 2016. Matching grant funds in the amount of $190,000.00 shall be provided from the 2016 municipal budget.
