WHEREAS, N.J.S.A. 40A:4-87 provides that the Director of the Division Local Government Services may approve the insertion of any Special Item of Revenue in the budget of any local unit when such item shall have been made available by law and the amount thereof shall not have been determined at the time of the adoption of the budget, and may approve the insertion of an appropriation item of equal amount for the purpose of carrying out the purposes of the law making such item of revenue available for expenditure; and

 

WHEREAS, the New Jersey Department of Community Affairs, Division of Housing and Community Resources has made available $2,000,000.00 to provide funds for the installation and revitalization of Harriet Tubman Square, formerly known as Washington Park, the second oldest park in the country; and

 

WHEREAS, the New Jersey Department of Community Affairs, Division of Community Resources (“Department”) for approximately Two Million Dollars and Zero Cents ($2,000,000.00) to carry out a “2023 Harriet Tubman Square” project, to provide funds for the installation and revitalization of Harriet Tubman Square, formerly known as Washington Park, the second oldest park in the country. The revitalization of this historic public space will increase its usability to the growing number of downtown residents, workers, students, and visitors in Newark. The revitalization of Harriet Tubman Square will specifically address key issues that impact public access, as well as repairs to the walking paths, electrical system, and irrigation system; grading and reseeding of the soil; improved lighting; installation of benches, additional trash receptacles, bathrooms, a dog run, children’s playground; and, general improvement of the primary program area; and which includes the City of Newark.

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     In accordance with the provisions of N.J.S.A 40A: 4-87, the City of Newark, New Jersey hereby requests the Director of Local Government Services to approve a budget insertion in the amount of Two Million Dollars and Zero Cents ($2,000,000.00) and an appropriation of an equal amount for the Harriet Tubman Square Grant in the budget year 2023 as set forth in Schedule A, attached hereto and made a part hereof.

 

2.                     The aforesaid insertion is, in the opinion of the Governing Body, warranted and authorized by N.J.S.A. 40A:4-87 and is necessary for the orderly operation of the municipality.

 

3.                     A copy of this Resolution shall be filed with the Director of the Division of Local Government Services by the City Clerk.

 

 

STATEMENT

 

                     This Resolution is establishing an appropriation and revenue for the FY 2023 Municipal Budget in the amount of Two Million Dollars and Zero Cents ($2,000,000.00) for the Harriet Tubman Square Grant. The New Jersey Department of Community Affairs, Division of Housing and Community Resources is providing these funds. The project period is October 1, 2022 through June 30, 2024, until funds are fully expended (City-wide).
