Additional Information:
The Grant Agreement between the Department of Housing and Urban Development (HUD) and the City of Newark is made pursuant to the authority of the Consolidated Appropriations Act, 2022 (Public Law 117-103); and the Explanatory Statement for Division L of that Act, which was printed in the House section of the Congressional Record on March 9, 2022 (Explanatory Statement); and superseding provisions of the Consolidated Appropriations Act, 2023 (Public Law 117-328)

WHEREAS, Homelessness prevention represent a wide array of efforts to prevent housing crises from occurring and to prevent people who face such crises from experiencing homelessness; and
WHEREAS, in March 2023, the United States Department of Housing and Urban Development (HUD) announced funding in the amount of Five Hundred Thousand Dollars and Zero Cents ($500,000.00) through the Consolidated Appropriations Act, 2023 (P.L. 117-328) for the purpose of homelessness prevention services in the City of Newark (the “City”); and;
WHEREAS, the City desires to accept said grant funds; and
WHEREAS, Mayor Ras J. Baraka’s Strategic Plan to End Chronic Homelessness in Newark calls for Expansion of Prevention Services by aligning existing resources to support Newark residents in maintaining their homes; and
WHEREAS, the City will also use the funding to expand homelessness prevention services that prevent housing crises that do occur from escalating further and resulting in homelessness. These services will include financial assistance, mediation with landlords, legal services, and other supports. -
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. This Resolution ratifies and authorizes the Mayor of the City of Newark (Mayor) and/or his designee, the Business Administrator to apply for and accept grant funding from the United States Department of Housing and Urban Development in the amount of Five Hundred Thousand Dollars and Zero Cents ($500,000.00).
2. This Resolution authorizes the Mayor and/or his designee, the Business Administrator to execute a grant agreement or any other document necessary to receive the grant funds and to receive and expend the grant funds pursuant to the terms of the grant agreement.
3. The Municipal Council hereby ratifies its application for, and its acceptance of this grant award from March 2023 to the date of the adoption of this authorizing Resolution.
4. The Governing Body thanks the Biden-Harris Administration for this grant, which marks a shift in Federal attention that reflects critical needs in our city, and cities across the country.
5. The Governing Body commends the City’s Office of Homeless Services for their steadfast efforts and commitment to end chronic homelessness in Newark.
6. The Director of Homeless Services shall file in the Office of the City Clerk a fully executed copy of the grant agreement, and any other documents relating to the grant.

This Resolution authorizes the Mayor of the City of Newark, and/or his designee, the Business Administrator to accept grant funding from the United States Department of Housing and Urban Development in the amount of Five Hundred Thousand Dollars and Zero Cents ($500,000.00).
