Additional Information:
The Grant Agreement between the Department of Housing and Urban Development (HUD) and the City of Newark is made pursuant to the authority of the Consolidated Appropriations Act, 2023 (Public Law 117-103); and the Explanatory Statement for Division L of that Act, which was printed in the House section of the Congressional Record on January 3, 2023 (Explanatory Statement); and superseding provisions of the Consolidated Appropriations Act, 2023 (Public Law 117-328).

WHEREAS, The Lincoln Park Restoration Project is the transformational centerpiece of the planned re-emergence of the Lincoln Park Neighborhood as an artistic, energetic, healthy and empowered community; and
WHEREAS, in March 2023, the United States Department of Housing and Urban Development (HUD) announced funding in the amount of Three Million Five Hundred Fifty Thousand Dollars and Zero Cents ($3,550,000.00), through the Consolidated Appropriations Act, 2023 (P.L. 117-328) for the purpose of The Lincoln Park Restoration Project in the City of Newark (the “City”); and
WHEREAS, the City desires to accept said grant funds; and
WHEREAS, the project will restore an important National Historic Register landmark that has served a wide array of the city’s residents for more than 300 years as one of Newark’s original colonial-era ‘Commons’ public gathering places - the South Commons - renamed as Lincoln Park to commemorate President Lincoln’s visit to the area in 1861. -
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor of the City of Newark (Mayor) and/or his designee, the Business Administrator, are hereby authorized to apply for, and accept grant funding from the United States Department of Housing and Urban Development, 451 7th Street, S.W., Room 7146, Washington, DC 20410, in the amount of Three Million Five Hundred Fifty Thousand Dollars and Zero Cents ($3,550,000.00) for the Lincoln Park Restoration Project.
2. The Mayor and/or his designee, the Business Administrator, are further authorized to execute a grant agreement or any other document necessary to receive the grant funds and to receive and expend the grant funds pursuant to the terms of the grant agreement.
3. The Municipal Council hereby ratifies its authorization of the application for, and its acceptance of, this grant award, and the execution of any grant agreement from the earliest of the dates of application submission, acceptance of the funds, or execution of any pertinent grant agreement or document to the date of the adoption of this authorizing Resolution.
4. No municipal funds are required for receipt or acceptance of the grant.
5. The Governing Body thanks the Biden-Harris Administration for this grant, which marks a shift in Federal attention that reflects critical needs in our city, and cities across the country.
6. The Business Administrator shall file in the Office of the City Clerk a full executed copy of the grant agreement, and any other documents relating to
the grant.
STATEMENT
This Resolution authorizes the Mayor of the City of Newark, and/or his designee, the Business Administrator, to apply for and accept grant funding from the United States Department of Housing and Urban Development, 451 7th Street, S.W., Room 7146, Washington, DC 20410, in the amount of Three Million Five Hundred Fifty Thousand Dollars and Zero Cents ($3,550,000.00), and to execute any agreement necessary to receive and expend the grant funds. The grant funds are for the Lincoln Park Restoration Project.
