This grant award will provide funding for the City of Newark, Department of Engineering, Division of Traffic and Signals’ FY 2026 Subregional Transportation Planning Program, in the amount of $134,208.75, with no City funds required

WHEREAS, the North Jersey Transportation Planning Authority, Inc. (NJTPA), One Newark Center, 17th Floor, Newark, New Jersey 07102, provides grant funds for various transportation related projects from the FY 2026 Unified Planning Work Program (“UPWP”) for the Subregional Transportation Planning (STP) and Subregional Studies Program(s) (SSP) to support transportation planning work that identifies and addresses regional-level transportation needs for local communities located within their planning area; and
WHEREAS, the NJTPA sent a letter to the City of Newark, Director of the Department of Engineering (the “City”), dated April 9, 2025, informing the City that NJTPA was initiating the pre-award evaluation process for the FY 2026 UPWP subcontracts for the STP and if applicable, the SSPs, and requested that the City submit a work program application and pre-award evaluation documents to the NJTPA; and
WHEREAS, the City of Newark has a need for said funding, and therefore, on behalf of the City, the Department of Engineering, Division of Traffic and Signals, together with the City’s Finance Department, submitted a work program application and pre-award evaluation documents to the NJTPA, requesting grant funding in the amount of One Hundred Thirty-Four Thousand Two Hundred Eight Dollars and Seventy-Five Cents ($134,208.75), to be used for the FY 2026 UPWP, STP programs for the City of Newark; and
WHEREAS, as a result of the application, on June 25, 2025, the NJTPA issued a letter authorizing the City to incur costs for the FY 2026 UPWP and the Subregional Transportation Planning Program for the NJTPA at the New Jersey Institute of Technology (NJIT), for an amount not to exceed One Hundred Thirty-Four Thousand Two Hundred Eight Dollars and Seventy-Five Cents ($134,208.75) for FY 2026, the period commencing July 1, 2025 and terminating June 30, 2026; and
WHEREAS, the NJTPA and NJIT will issue subcontracts under separate cover, that will incorporate the scope of work under the FY 2026 UPWP, the total program budget, and all applicable federal regulations and requirements. The City will have to execute these subcontracts in order to obtain the grant funding for the FY 2026 UPWP for the NJTPA at NJIT in the amount of One Hundred Thirty-Four Thousand Two Hundred Eight Dollars and Seventy-Five Cents ($134,208.75).
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor of the City of Newark and/or his designee, the Acting Director of the Department of Engineering, are hereby authorized to submit a work program application to the North Jersey Transportation Planning Authority (NJTPA), One Newark Center, 17th Floor, Newark, New Jersey 07102, with a total Program Budget of One Hundred Thirty-Four Thousand Two Hundred Eight Dollars and Seventy-Five Cents ($134,208.75) for FY 2026, the period commencing on July 1, 2025 and terminating June 30, 2026 (a copy of the application is attached hereto and made a part hereof).
2. The Municipal Council hereby ratifies its authorization of the work program application from the date of application submission to the date of adoption of this authorizing Resolution.
3. The grant award in the amount of One Hundred Thirty-Four Thousand Two Hundred Eight Dollars and Seventy-Five Cents ($134,208.75) from the North Jersey Transportation Planning Authority, Inc. is hereby accepted (a copy of the award letter dated June 25, 2025 is attached hereto and made a part hereof).
4. The Mayor of the City of Newark and/or his designee, the Acting Director of the Department of Engineering, are hereby authorized to enter into and execute the subcontract grant agreement(s) with the NJTPA and NJIT to receive and expend the grant award in the amount of One Hundred Thirty-Four Thousand Two Hundred Eight Dollars and Seventy-Five Cents ($134,208.75) for the FY 2026 UPWP Program for the period commencing July 1, 2025 and terminating June 30, 2026, with no City funds required.
5. Upon receipt of the subcontract grant agreement(s), the Acting Director of the Department of Engineering shall submit a complete copy of the subcontract agreement(s) and any associated documents to both the Corporation Counsel and the Business Administrator for review, approval, and signature.
6. The Acting Director of the Department of Engineering and/or her designee, shall file a fully executed copy of the work application, the grant award letter, and the subcontract grant agreement(s) in the Office of the City Clerk.
STATEMENT
This Resolution ratifies and authorizes the action taken by the Acting Director of the Department of Engineering to submit a work program application for grant funding from the North Jersey Transportation Planning Authority, Inc. (NJTPA) and New Jersey Institute of Technology (NJIT), for the FY 2026 UPWP and Planning Program for the City of Newark. This Resolution further ratifies and authorizes the Mayor of the City of Newark and/or his designee, the Acting Director of the Department of Engineering to enter into and execute a grant agreement to accept grant funds in the amount of One Hundred Thirty-Four Thousand Two Hundred Eight Dollars and Seventy-Five Cents ($134,208.75) from NJTPA/NJIT for the period commencing July 1, 2025 and terminating on June 30, 2026, with no City funds required,
