WHEREAS, pursuant to a Memorandum of Understanding (“MOU”) between the Newark Police Division (“Administrative Agency”)/”Recipient”) and the Irvington Police Department, the East Orange Police Department, and the Essex County Sheriff’s Office (collectively, the “Sub-Recipients”) the City of Newark’s (“City’s”) Public Safety Director caused an application to be submitted to the United States Department of Justice - Bureau of Justice Assistance (“USDOJ”) requesting funding in the amount of Two Hundred Eighty-Seven Thousand, Seven Hundred Eighty-One Dollars and Zero Cents ($287,781.00) from the FY2024 Edward Byrne Memorial Justice Grant Local Program to fund police overtime initiatives to address violent crime (“Application”); and

 

WHEREAS, as a result of the Application, on or about December 5, 2024, the USDOJ awarded the City  a grant in the amount of Two Hundred Eighty-Seven Thousand, Seven Hundred Eighty-One Dollars and Zero Cents ($287,781.00) to be allocated among the Recipient and Sub-Recipients pursuant to the MOU as follows: Newark Police Division, $197,417.00; Irvington Police Department, $37,753.00; the East Orange Police Department, $39,414.00; and the Essex County Sheriff’s Office, $13,197.00; and

 

WHEREAS, the Public Safety Director desires to accept the grant award and to execute a grant agreement with the USDOJ governing said award; and 

 

WHEREAS, the City desires to fund police overtime initiatives to address violent crime; and

 

WHEREAS, no City funds are required for the acceptance or receipt of the grant award.   

 

 

NOW THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee, the Public Safety Director, are hereby authorized to enter into a Memorandum of Understanding (“MOU”) with the Irvington Police Department, the East Orange Police Department, and the Essex County Sheriff’s Office in connection with the submission of an application to the United States Department of Justice, Bureau of Justice Assistance (“USDOJ”) in order to request grant funding in the amount of Two Hundred Eighty-Seven Thousand, Seven Hundred Eighty-One Dollars and Zero Cents ($287,781.00) from the 2024 Edward Byrne Memorial Justice Assistance Grant Local Program.

 

2.                     The Municipal Council hereby ratifies its authorization of the application and the MOU from the date of submission of the Application and the date of execution of the MOU, respectively, to the date of adoption of this authorizing Resolution.

 

3.                     The grant award in the amount of Two Hundred Eighty-Seven Thousand, Seven Hundred Eighty-One Dollars and Zero Cents ($287,781.00) from the USDOJ is hereby accepted.

 

4.                     The Mayor and/or his designee, the Public Safety Director, are hereby authorized to execute any grant document or to perform any requirement necessary to receive and expend the grant funds.

 

5.                     The Municipal Council hereby ratifies its authorization of the execution of the grant documents from the date of their execution to the date of adoption of this Resolution.

 

6.                     No municipal funds are required for receipt or acceptance of this grant  award.

 

7.                     The Public Safety Director shall file a fully-executed copy of the FY2024 Edward Byrne Memorial Justice Assistance Grant Local Program Application, the Grant Award Letter, Memorandum of Understanding, and the Grant Agreement in the Office of the City Clerk together with this Resolution.

 

STATEMENT

 

This Resolution ratifies and authorizes the Mayor and/or his designee, the Public Safety Director, to submit an application for, accept, and enter into an agreement for the FY2024 Edward Byrne Memorial Justice Assistance Grant Local Program for funding in the amount of $287,781.00 from the United States Department of Justice for the purpose of implementing strategies to prevent and control crime.  No municipal funds are required.
