Purpose: The Natural Climate Solutions Grants "Newark Canopy Initiative” for a three (3) year effort to plant (331) trees in five (5) target neighborhoods in the City. The focus areas - one in each Ward - were selected based on community-centered analyses that identified areas of the City that have higher needs in terms of repairing and expanding their tree canopy.

WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of One Million Two Hundred Twenty-Eight Thousand One Hundred Forty-Eight Dollars and Zero Cents ($1,228,148.00) for The Natural Climate Solutions Grants "Newark Canopy Initiative”, and no adequate provision has been made in the 2024 Temporary Budget for the aforesaid purpose, and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the same; and
WHEREAS, by the award letter dated September 28, 2023, New Jersey Department of Environmental Protection (NJDEP) has awarded the City of Newark, The Natural Climate Solutions Grants "Newark Canopy Initiative” funding of $1,228,148.00; and
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, emergency appropriations adopted in 2024, pursuant to N.J.S.A. 40A:4-20, including this Resolution, total ................$114,445,328.66.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. A temporary emergency appropriation be and the same is hereby made for the following classification:

2. Said emergency appropriation shall be provided for in the 2024 Budget.
3. A copy of this Resolution shall be filed with the Director of Local Government Services by the City Clerk.
STATEMENT
This Resolution ratifies, authorizes, and establishes the temporary emergency appropriation for The Natural Climate Solutions Grants "Newark Canopy Initiative” in the amount of $1,228,148.00. New Jersey Department of Environmental Protection (NJDEP) awarded the City of Newark, The Natural Climate Solutions Grants "Newark Canopy Initiative”. The Project period is upon completion.
