WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of $1,875,000.00 for the COPS Hiring Program and no provision has been made in the 2015 temporary budget for the aforesaid purpose and N.J.S.A 40A:4-20 provides for the creation of an emergency appropriation for the purpose abovementioned; and
WHEREAS, by Resolution 7R11-a dated June 17, 2015, the City of Newark accepted funds from the United States Department of Justice, Office of Community Oriented Policing Services, the City was awarded $1,875,000.00 to fund the hiring of 15 Newark Police Officers; and
