WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of Seven Hundred Twenty-Seven Thousand Seven Hundred Forty Dollars and Zero Cents ($727,740.00) for Substance Abuse and Mental Health Services Administration Grant - Year 1 and no adequate provision has been made in the 2024 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by award letter dated May 25, 2023 from the United States Department of Health and Human Services, Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services, the City of Newark was awarded a SAMHSAGrant - Year 1, in the amount of $727,740.00; and
WHEREAS, N.J.S.A 40A:4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period ...
