ORDINANCE AMENDING TITLE II, ADMINISTRATION, CHAPTER 3, OFFICE OF THE CITY CLERK, OF THE REVISED GENERAL ORDINANCES OF THE CITY OF NEWARK, NEW JERSEY, 2000, AS AMENDED AND SUPPLEMENTED, TO REMOVE THE PUBLIC ADVERTISING REQUIREMENT OF ALL EXECUTIVE ORDERS OF THE MAYOR.

WHEREAS, Ordinance 6S&Fg adopted on November 17, 1986 required the public advertising of all Executive Orders issued by the Mayor within five (5) working days, except those regarding Leaves of Absence; and
WHEREAS, the vast majority of the Executive Orders are routine title changes and labor agreement salary adjustments, etc.; and
WHEREAS, there is no statutory requirement to advertise Executive Orders; and
WHEREAS, the Office of the City Clerk finds the expenditure of public funds to advertise all Executive Orders, given rising advertising costs, not an effective use of public resources; and
WHEREAS, all Executive Orders can be publically requested and made available through a formal request with the Office of the City Clerk; and
WHEREAS, there is a need to amend this ordinance to remove the advertising clause for budgetary and workflow efficiency.

NOW, THEREFORE, BE IT ORDAINED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
SECTION 1. Title II, entitled Administration, Chapter 3, entitled Public Advertising of All Executive Orders of the Mayor Involving Personnel Matters, Except Those Regarding Leaves of Absence, of the Revised General Ordinances of the City of Newark, New Jersey, 2000, as amended and supplemented, is hereby amended as follows:
Section 2:3-1.11. Public Advertising of All Executive Orders of the Mayor Involving Shall Be Filed with the Office of the City Clerk: Personnel Matters, Except Those Regarding Leaves of Absence.
