This Resolution authorizes the use of Competitive Contracting for the procurement of services for the Newark Community Solutions Program, which is dedicated to the reform and improvement of criminal justice within the City of Newark.

WHEREAS, the City of Newark ("the City") and its Municipal Court developed a program implementing a community justice initiative based at the Newark Municipal Court House entitled Newark Community Solutions which provides restorative justice solutions for low-level offenders (a copy of the final approved blueprint is attached); and

WHEREAS, the City and the Municipal Court desire to use a third-party social service program to operate, manage, and administer the services through the Newark Community Solutions program; and

WHEREAS, N.J.S.A. 40A:11-4.1(b)(2) authorizes the use of competitive contracting in lieu of public bidding for the procurement of specialized goods and services for the purpose of operation, management, and administration of a Social Service Program; and

WHEREAS, pursuant to N.J.S.A. 40A:11-4.3(a), in order to initiative competitive contracting, the Municipal Council must pass a resolution authorizing the use of competitive contracting each time specialized goods or services are desired to be contracted; and
