	WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $248,790.00, for the Bioterrorism Preparedness Grant and no provision has been made in the 2019 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and 
	WHEREAS, by authorizing resolution 7R5-a dated December 5, 2018, the City of Newark accepted funds from the State of New Jersey, Department of Health-Division of Public Health Infrastructure, Laboratories and Emergency Preparedness (PHILEP), the City of Newark has been awarded $248,790.00 for Bioterrorism Preparedness Grant, to upgrade the City of Newark's public health emergency preparedness and response capabilities within the City of Newark; and  
	WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose ...
