Apply and Accept Resolution 7R5-c adopted on January 8, 2025, which approved a Grant Amount of $8,369,505.00 from the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA). On August 22, 2025, HRSA increased the Award Amount by an additional funding amount of $3,907,876. for the HIV Emergency Program, bringing the total Grant Award to $12,277,381.00.

WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of Three Million, Nine Hundred Seven Thousand, Eight Hundred Seventy-Six Dollars and Zero Cents ($3,907,876.00), for HIV Emergency Relief Grant Program, and no adequate provision has been made in the 2025 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
