WHEREAS, pursuant the State Local Public Contracts Law, as authorized by N.J.S.A. 40A:11-4.1b(2), the competitive contracting process may be used for the operation, management or administration of a social service program); and
WHEREAS, pursuant to the fair and open process of State Pay-to-Play Law N.J.S.A. 19:44A-20.5, the City of Newark (the "City") publicly advertised a Request for Proposals (RFP) for Emergency Housing Program for Individuals and Families from January 13, 2026 through January 15, 2026 with all proposals due on February 10, 2026; and
WHEREAS, the Proposal received from 689 South 16th Street d.b.a / Emergency Housing Services, P.O. Box 6, Essex Fells, New Jersey 07021 (hereinafter referred to as "Vendor"), was advantageous to the City of Newark based on experience and all other criteria listed in the RFP; and
