WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of $134,400.00 for the HRSA FY 2021 National Hypertension Initiative Program and no adequate provision has been made in the 2021 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by award letter dated January 11, 2021, the U.S. Department of Health and Human Services/Health Resources and Services Administration (HRSA) awarded the City of Newark funds for the HRSA FY 2021 National Hypertension Initiative Program for $134,400.00. The aforementioned program will provide health care services to address hypertension (high blood pressure) among racial and ethnic populations to the residents of the City of Newark; and
