WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of Seventy-Five Thousand Dollars and Zero Cents ($75,000.00) for urban forest management practices to ensure equitable canopy distribution, improve air quality, mitigate urban heat, and engage residents and youth in stewardship, and no adequate provision has been made in the 2026 Temporary Budget for the aforesaid purpose; and
WHEREAS, N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the same; and

WHEREAS, by a Notice of Award dated August 5, 2025, the USDA Forest Service, Urban and Community Forestry Program awarded the City of Newark a Grant in the amount of Seventy-Five Thousand Dollars and Zero Cents ($75,000.00), for Newark's urban forest management practices to ensure equitable canopy distribution, improve air quality, mitigate urban heat, and engage residents and youth in stewardship; and
