WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of $1,000,000.00 for the City of Newark Smart Reentry Project and no provision has been made in the 2018 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose abovementioned; and
WHEREAS, by an award letter dated September 9, 2016, the City of Newark accepted funds for the City of Newark Smart Reentry Project in the amount of $1,000,000.00 to develop reentry models which identifies and provides services to individuals returning to the community from incarceration who are at the highest risk of offending; and
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal ye...
