WHEREAS, pursuant to the "Special Law Enforcement Officers Act", (N.J.S.A. 40A:14-146.8, et seq., as amended and supplemented) ("SLEOA") the New Jersey State Legislature has established uniform procedures for the appointment of Special Law Enforcement Officers throughout the State; and
WHEREAS, these procedures require the Director of Public Safety to verify the eligibility and qualifications of all Newark Special Police Officer appointees and to report such determination in writing to the Municipal Council; and
WHEREAS, the Chief of Police has certified to the Director of Public Safety that the Special Police Officer ("SPO") listed in Appendix A meets all SLEO requirements, including U.S. citizenship, New Jersey residency, proficiency in English, a high school diploma or equivalent, sound mental and physical health, good moral character, and successful completion of psychological testing and firearms training; and
WHEREAS, the Director of Public Safety has approved the listed SPO; and
WHEREAS, the Special Police Organization of New Jersey shall maintain insurance coverage acceptable to the City at and pay any deductibles, attorney's fees and expenses arising from litigation being filed against the SPO; and
