WHEREAS, the State of New Jersey Department of Transportation ("NJDOT") FY-2024 Bikeway Grant Program for Bike-2024 provides Municipalities with grant funding for bicycle lane projects; and
WHEREAS, on July 1, 2023, the Acting Director of the Department of Engineering, on behalf of the City of Newark (the "City"), submitted an application to NJDOT requesting grant funding from the NJDOT FY-2024 Bikeway Grant Program for construction of the Newark Morris Canal Bikeway Phase 2 Project, identified as BIKE-2024 Newark Morris Canal Bikeway Phase 2 (the "Project"); and
