WHEREAS, Newark Housing Authority ("NHA"), a public body politic and corporate, manages a federally funded portfolio of public housing units for low and very-low income families in the City of Newark ("the City"); and

WHEREAS, the City provides temporary emergency shelter and other supportive services to certain homeless families through a program known as the City of Newark's Emergency Assistance program ("EAP"); and

WHEREAS, NHA and the City has negotiated an Agreement, and other necessary documents, to make not less than two hundred (200) units (hereinafter "Path Home Units" or "PHU") available to house persons who qualify under the Path Home Program ("PHP") and who are eligible for public housing in accordance with the NHA' s Admission and Continued Occupancy Plan ("ACOP"), as it may be amended from time to time (the "Agreement"); and
