WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of Five Hundred Forty-Nine Thousand Nine Hundred and Ninety-Nine Dollars and Zero Cents ($549,999.00) from the United States Department of Justice, Office of Justice Programs, Bureau of Justice Assistance and no provision has been made in the 2025 Temporary Budget for the aforesaid purpose; and
WHEREAS, N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by Legistar file 24-1377, the City of Newark accepted Fiscal Year 2024 Connect and Protect: Law Enforcement Behavioral Health Response Grant in the amount of Five Hundred Forty-Nine Thousand Nine Hundred and Ninety-Nine Dollars and Zero Cents ($549,999.00) to fund the existing co-responder model in place, which currently operates in a limited capacity; and
