WHEREAS, the City, through the Department of Recreation, Cultural Affairs and Senior Services is desirous of facilitating a one-day outdoor City event, "Newark Juneteenth Celebration", open to all Newark residents, to provide families with theatrical performers, musical performers, spoken word artists, food, refreshments, kid's zone with inflatable balloons, carnival rides and many other activities in a wholesome and nurturing environment ("Newark Juneteenth Celebration") with the Mayor and the Newark Municipal Council; and

WHEREAS, the City, through the Department of Recreation, Cultural Affairs and Senior Services seeks to host this first ever City of Newark Juneteenth Celebration on Bergen Street between Lyons Avenue and Nye Avenue, Newark, New Jersey, on June 17, 2017 between 7:00am to 8:00pm; and
