WHEREAS, the United States Department of Housing and Urban Development (HUD) has approved a total allocation of $16,659,111.00 to the City of Newark by an approval notice dated September 10, 2021, and on November 15, 2021, pursuant to Resolution 7R1-a, the Municipal Council authorized the Mayor of the City of Newark and Business Administrator to file a new consolidated plan with HUD, which contains a request for Community Development Block Grant (CDBG) funds in the amount $7,526,667.00, HOME funds in the amount $2,739,395.00 Housing Opportunities for People with AIDS (HOPWA) in the amount of $5,768,156.00 (on behalf of Newark and the "Eligible Metropolitan Area"), and Emergency Solutions Grant funds in the amount of $624,893.00, in compliance with Federal statutes and regulations governing the four aid grant programs; and
