WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $285,000.00 for the Expanding Access to Quality Substance Use Disorder and Mental Health Services Grant, and no adequate provision has been made in the 2019 Temporary Budget for the aforesaid purpose, and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and

WHEREAS, by a Notice of Award dated September 13, 2018, the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA), awarded the City of Newark the Expanding Access to Quality Substance Use Disorder and Mental Health Services Grant in the amount of $285,000.00, to support health centers in implementing and advancing evidence-based strategies to: (1) expand access to quality integrated substance use disorder (SUD) prevention and treatment services and other SUD issues to best meet the health needs of the population served by the health center and/or (2) expand access to quality...
