WHEREAS, pursuant the State Local Public Contracts Law, as authorized by N.J.S.A. 40A:11-4.1b(2), the competitive contracting process may be used for the operation, management or administration of a social service program; and

WHEREAS, pursuant to the fair and open process of State Pay-to-Play Law N.J.S.A. 19:44A-20.5, the City of Newark (the "City") publicly advertised a Request for Proposals (RFP) for Emergency Housing Program for Individuals and Families from January 13, 2026 to January 15, 2026 with all proposals due on February 10, 2026; and

WHEREAS, the Proposal received from J's House, 833 Lyons Avenue, Irvington, New Jersey 07111 (hereinafter referred to as "Vendor"), was advantageous to the City of Newark based on experience and all other criteria listed in the RFP; and

WHEREAS, the Director of the Department of Health and Community Wellness ("DHCW"), Office of Homeless Services desires to enter into an Agreement with the Vendor, for the purpose of providing Emergency Housing Program...
