WHEREAS, the City of Newark is in need of suppliers to provide bulk water purification chemicals necessary to treat the water at the Pequannock Water Treatment Plant for the operation of the City of Newark's water utility system; and
WHEREAS, pursuant to the public bidding process of the Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq., the Department of Water and Sewer Utilities advertised on August 17, 2016, in a general circulation newspaper, for the receipt of sealed bids for Supply and Delivery of Water Purification Chemicals for the City of Newark's Pequannock Water Treatment Plant; and
