WHEREAS, on January 1, 2016 through March 31, 2016, an emergency contract was entered into for employee health benefits to allow for the continued operation of medical benefits; and
WHEREAS, it is imperative that the City continue to maintain employee medical benefits; and
WHEREAS, pursuant to N.J.S.A. 40A:11-6, the extension of the emergency contract is needed for the health, safety, and welfare of the employees, retirees, and eligible dependents; and
WHEREAS, pursuant to N.J.A.C. 5:34-6.1, the City is in need of an extension of the existing emergency contract, in order to maintain the level of healthcare coverage; and
WHEREAS, on August 1, 2012, the Newark Municipal Council adopted the Contractor Pay-to Play Reform Ordinance, 2:4-22C, which forbids, inter alia, the award of a contract to a Business Entity, as defined therein, which has made or solicited political contributions to (i) a candidate, candidate committee or joint candidate committee of any candidate for elective municipal office in the City of Newark or a holder of public office having ultimate responsibility for the award of a contract, or (ii) to any City if Newark or County of Essex political committee or political party committee, ...
