WHEREAS, the New Jersey Department of Health, Division of Disaster Preparedness, Resiliency and Emergency Medical Services (DPREMS), provides funding to strengthen state, local, tribal, and territorial public health preparedness and response capability through a continuous cycle of planning, organizing, training, equipping, exercising, evaluating, and taking corrective action through the Local Core Capacity of Public Health Emergency Preparedness LINCS Grant Program ("DPRE26LNC"); and
WHEREAS, the City of Newark (the "City") desires to maintain and enhance the capabilities of its emergency-ready public health department by upgrading, integrating and evaluating Newark's preparedness for and response to terrorism, pandemic, and other public health emergencies by obtaining funding from the DPRE26LNC; and
